Timeline

My dad got married again and I want to petition both of them to come here.  In the event that my dad don't want to come, can I still petition my step mom?

Any suggestions are appreciated.

exactly, if she is over 21, she can file for her dad, but we don't know anything about the stepmom

 

and why would she come without her husband?

Timeline

They were married for 15 years. I was 35 years old when they got married.  My dad sometimes changed mind, he's 72 years old.  My stepmom, she wanted to come so why not.  No problem with my dad.  He can stay with my brothers and sister back home.

You would have had to be under 18. Only way this works is you petition your father and he petitions her once he has a green card.

Then you can only petition for your father. ETA: ~1-1.5 years.

Once he enters on the immigrant visa, he can petition his spouse. ETA: ~2-2.5 years after the above.

He must maintain his permanent residence within the US during that time period while waiting for his spouse abroad..

exactly, you can't file for your stepmom, the marriage had to take place as a minor, before you turned 18

 

you can file for your dad, when he comes, he can file for his wife, which would take over 2 years of waiting

 

so, the question is, does your dad want to permanently live here and be separated from his wife for over 2 years?

 

his petition will take over a year for him to come

 

the best thing I believe due to their age, is for them to get a tourist visa and visit

why would you wanna petition for just your stepmom and she would leave your father behind in your homecountry?

Not only is it not possible but also sounds a little weird to me

They mean you would have to be under 18 when they got married for you to be able to petition your step mother once you were over 21. 

 

Since that is not the case, you cannot petition her.

Please re-read the questions you were asked when you answered that. To be a qualifying relationship your father and stepmother would have to have been married when you were under 18.
