When is the appropriate time for my fiance to complete the DS 160? I have read that some do it before case # and some wait until they have it. Does it matter?

No it does not matter when you finish the DS-160 as long as it is before your interview. You can use your CN# or WAC# either will work. Hundreds have used this process and no one has been denied.

Thanks @Greenbaum, one more question...is it okay for my fiance and I both to work on the DS 160 as long as it's submitted by my fiance in his country? I know this has been asked before and I do apologize for asking again but I can't remember where I read it to get the answer.

Here is the law.

Other people can assist you with your visa application. Note that under U.S. law (22 C.F.R. 41.103) you must electronically sign and submit your own application unless you qualify for an exemption. Even if someone else helped you complete the application, you (the applicant) must click the “Sign Application” button, or your application may not be accepted.

Signature. The Form DS-160 shall be signed electronically by clicking the box designated "Sign Application" in the certification section of the application. This electronic signature attests to the applicant's familiarity with and intent to be bound by all statements in the NIV application under penalty of perjury. Alternatively, except as provided in paragraph (a)(2) of this section, the Form DS-156 shall be signed by the applicant, with intent to be bound by all statement in the NIV application under penalty of perjury.

I suggest the two of you work together so that two eyes will look over the form for errors. When ready to submit the beneficiary can send it from their country.

Many of us wonder what is taking NVC long? thanks :)

No one knows as the workings of the NVC is not readily shared with the "consumer".

Do all packets that have case numbers go out on the next batch?  Called and got case number.  I asked when the next batch may be shipped out, and he responded with 'well it was just assigned a case number on dec 28th and still under administrative processing'  -  is this standard lingo for them even tho it's got some odds of going out next week?

As someone else who is also awaiting shipment to Colombia, I can tell you that ours was received by NVC on the 12/3, assigned a case number on 12/9, but was not sent out in the shipment Christmas week.  Most people whom I've talked to from Colombia say it takes 4-6 weeks at NVC before it is sent (there are a couple who get lucky and have there's sent in the following shipment right after they are assigned a case number, but most have to wait until the next one).  Hope this helps!

Hi, could you please send me Taiwan's P3's example?

Thank you.

I do not have a copy of the your embassy's P3 and so if you get a copy I would appreciate you sharing with me so I can share with others who come behind you. I do have a couple of items for you to review that I think can help until the P3 arrives. I have been able to piece together for you some links that will get you started. Just PM me here on VJ when you get the P3 for Taiwan. Thanks.

Does anyone happen to know if an expired i-134 form (Nov 2018) for financial proof is still valid to use? And, does "Ready" on the CEAC tracker mean that file is now en route from NVC to Embassy? I've been seeing some "Administrative Processing" for others and I wonder if that follows "Ready"?
