Timeline

Spousal visas are commonly denied in Casablanca. Usually because the consulate does not believe that there is a genuine relationship. Did you get married on the first visit? How much time have you spent together in person? Do you have an age difference? While the 221g could have been for other reasons (missing documents), it's not unheard of for spousal visas to be denied in Casablanca resulting in the couple needing to reaffirm the case by presenting evidence of multiple new visits with more time spent together.

In a previous thread you said that the CO at the embassy doubted that you were legally married. I know you said you had a "wedding celebration" but a legal marriage needs more than just a party. Did you provide a legal marriage certificate? In many countries a religious wedding is not necessarily a legal wedding. 

 

You also say that the CO claimed that you were "targeting American women" - in other words you were looking for an American woman to marry just to get a visa to the USA. Why would he think that? Have you previously applied for another type of visa (especially K-1 or a B-2 to visit a girlfriend)? Has anyone else petitioned for you before? Do you have other petitions in the pipeline such as a sibling petition?

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

It will take a bit longer for USCIS to either reaffirm the petition and send it again to the embassy where your spouse will get another interview
if USCIS was satisfied with your NOID response.
If not then USCIS will deny the petition.
 

Without knowing what the NOID requested and what you send we won't know your chances.

Like they said in above post they are together in Morocco at this time

they answered all NOIR quesitons,  they just want to know how long things will take to answer their response

If the wife has moved to Morocco maybe it's best to focus on building a life there. Seems to have been easier for her to move there. Good that you had a back-up plan, OP.

Timeline

I would recommend the UAE. Very safe, very good healthcare and Resident visa`s are very easily obtained. Americans can earn a very good salary there, due to being tax free, even higher than in the States.
