NYC terror attack suspect, Sayfullo Saipov, entered US through Diversity Visa Program

The alleged ISIS fanatic authorities say was behind Tuesday’s deadly New York City slaughter came to the United States seven years ago from Uzbekistan under the Diversity Visa Program, details of Sayfullo Saipov’s travel to America that could become all the more important as President Trump proposes revisions to his “extreme vetting” program.

The Diversity Visa Program, a State Department program which offers a lottery for people from countries with few immigrants in America, drew the ire of Trump early Wednesday morning.

"The terrorist came into our country through what is called the 'Diversity Visa Lottery Program,' a Chuck Schumer beauty. I want merit based," Trump tweeted. "We are fighting hard for Merit Based immigration, no more Democrat Lottery Systems. We must get MUCH tougher (and smarter)."

It's interesting that this is being spun as an attack on the diversity visa program, as I wouldn't think that someone receiving a diversity visa would be any more likely to become radicalized than someone here on a family or work based visa. 

 

"I want merit based" - does this mean getting rid of spousal visas/family visas and only having employment-based visas? How would that 100% ensure that the recipient of said visa would not commit an act such as this? 

 

I think the solution is much more nuanced than either party is willing to admit.

Since we have already went through this a number of times here on CEHST I will go over it again. President Trump has basically came out with a plan that mirrors Canada and Austrailia. They do allow family based visas such as Spousal/Fiance visas and employment based visas as well. But the employment visa is on a merit system based of your level of education and certain other competencies. 

 

So please stop trying to spin this into something it's not.

I think the points based system Australia has is great. My point is that it’s not a be all and end all solution to Islamic terrorism in this country. The article makes it seems that getting rid of the diversity visa will solve it all and I just don’t think it will.

I don't see them trying to spin anything. If anything they seem supportive of the merit system. They are asking a good question, one that the TV mouth breathers and politicians never answer -- how does this ensure the holder of a visa, any visa will not attack us? He had been here for years with no issues, so it is unlikely he arrived here with the intent to do something 7 years later. He did ping on the radar and was connected to someone else however, so that tells me once again... the subject, like many of these, was known to enforcement who did not deem him 'threatening' enough. That seems to happen a lot... and it's frustrating. I always found the DV program to be kind of silly and broken like much of the system itself, but keep in mind that of the thousands that are 'lucky' enough to make it here with that, none seem to have committed terrorism, except for one other that comes to mind.

You are so right but you do know that the NYPD has come under so much scrutiny for Mosque surveillance and it's basically racist/xenophobic.

I'm not against DV. Family-sponsored GCs dominated by Mexico, Philippines, and Dominican Republic, employment-based GCs dominated by India and China. DV only gives 50K GCs a year as opposed to 950K the other categories give. Additional merits could be imposed to qualify for DV or change the quota system but I don't think total annihilation would improve anything in US immigration system.

Certainly getting rid of it has no downside.

The guy in question wasn't even from NY though. He's lived all over the country, and it seems like he was only in the NJ area recently. If we're going to surveil mosques, when are we going to surveil other houses of worship? Slippery slopes man.
