I can only agree to the top one. Regarding 2 and 3 - make those crimes felonies rather than giving them a special allowance.

Licensing is really just about taxing gun owners. Background checks for ammo makes it hard to get rare rounds like say 7.5 swiss and its only sold online.

Yeah California actually passed a bill last year about microstamping bullets when a round is fired. Immediately S&W and Ruger said if it is implemented they will pull out of California. 

 

The law is currently being litigated as we speak.

The gunman could have passed all the above requirements when buying guns.

 

After that, he could still become mental and commit mass shootings.

 

So should every gun owner be subjected to yearly mental health check?

The cases you mean. The Attorney General mandated it when a patent expired. They want two markings though which I don't think has ever been done. What has happened instead is that the state has a roster of "safe" handguns that are dwindling every year. When the mandate occurred 3 years the roster had about 1600 guns. Now there are only about 700.

That is because they are trying to get all guns out of California except for the Democrat Elites that are allowed firearms because they are elites.

The Constitution is a great document but the second amendment is sorely outdated written up over 200 years ago. It needs to be modernized and brought into the 21st century.

In a later press conference, Reagan added that the Mulford Act "would work no hardship on the honest citizen."[6]

The bill was signed by Reagan and became California penal code 25850 and 171c.

More children are killed via abuse each year than by guns, both inside and outside the home combined.
