I just received this:

As of March 30, 2021, fingerprints relating to your Form I-751, Petition to Remove Conditions on Residence, Receipt Number EAC**********, have been applied to your case. 
 
Has anyone else received this notification? 
 
I only received my NOA1 10 days ago.

Your application is considered as improperly filed if you file before the 90 days window, if the check has wrong information -such as the fee-, if you didn't sign the form or signed it in the wrong field or if you filed with an expired form.
 
As you already know it was returned, you can prepare a new packet and send it as soon as you can.

Hello buddy, I got my text from USCIS today, you still remember me, package was delivered by Fedex on 03/15, we were very similar situation. Just share my update to you here. I called them three times this week, now I can be relax to take NOA back to my country on 05/07 flight 

Likely you sent this card by mistake with your petition, and USCIS kindly returned it to you. The letter is not an RFE, approval/denial or acceptance letter, so therefore it looks a bit different than letters from USCIS normally do (kind of like when they return originals, photo albums etc). 
 
There are others who had things returned too.

until now didn’t hear anything 

Just a quick update -- package sent 3/12, UPS confirmation of delivery on 3/15.
USCIS charged the card late last week (can't say for sure but probably 4/8.)
 
We received the NOA for the I-751 in today's mail (4/12) so pretty much exactly one month for us.
 
As everyone has said, the NOA states there's an 18 month extention for the existing conditional green card.
 
It might matter to some that at no point did our USCIS online account reflect any action. It still doesn't (e.g. we have a paper NOA for our new filing, but the account is showing our last activity was more than a year ago.)
