How did he get paid without documents? Does he have an SSN, and did he commit identity fraud to get it? If so, whose identity did he steal, and did he affect that person's life by stealing it? Does he have a legitimate teaching license in every state he worked in? Do any of those states check references? This guy has been circulating all over for many years.
