Each method has its advantages and disadvantages, and there is no way that anyone here has enough information to make blanket statements like this.

Hmmm, I don't buy that,  everything gets scanned si everything gets reviewed digitally by them.

If you are wanting to "Front Load" your petition with lots of documentation and photos then you should consider doing a paper filing.

Paper filing is better, people who filed Paper based petition their cases are already being reviewed but who did online theirs still at received status.

I think they know it's buggy, a lot of people have noticed things wrong in the snapshot, I haven't seen any cases thus far where it has caused an issue.
I made a mistake on my end and fixed it at the NVC stage no problem.

Highly recommend you read the instructions for the paper version of i-130 to be familiar with what is required.
Along with read through the thread that TedsGirl posted above.    Along with reading the guide here.

As noted by others,  the 2x2 picture of your spouse is not needed, if she is not in the USA.  As for the i-130a your spouse fills out.
also as noted in the instructions:  "
If your spouse is overseas, Form I-130A must still be completed, but your spouse does not have to sign Form I-130A"

Once you start the i-130 online, it should be obvious where to upload the proof.

Dude, how do you claim to have drunk the milk yet you have not even milked the cow?
Lemme base my reasoning solely on what you have provided. Here are my three cents:
You were not planning to get married to your country-lady. She was just a pawn in your game. This was just a ploy to increase your chances of getting the visa. Your plan was to get the visa and later claim it was a mistake/ "cyber agent story" when you attempt AOS in the US. You were banking on this story and hoping the IO in US will sympathize. Lemme tell you, they will not. They know this game.  However...(proceed to 2 below) You were denied and now this claim is at the US Embassy. You shot yourself here because you are still in your country and "married" as per US Embassy records.  Now, since your main goal is to get to US, you found and quickly married a USC thinking that by marrying one, you are going to automatically get to US because you are married to a USC hence, the embassy cannot deny your petition. They are going to deny it. You will need to provide the divorce from the non-existent marriage. I do not know how you can do this. Have you ever clutched air? This is how daunting your case is. Just why why why would you claim to be married while you were not? I will not be surprised:
if that certificate of bachelorhood does not exist/ is fake and another plan to try and get around your mess nor does your USC spouse know the whole story/ history My best advise is to get your USC spouse to come live with you. Additionally, use your experience to educate your country-men on the outcome of this "marriage" game. The wise will listen. The foolish ones will follow the same path as you or try invent another scheme. At least, however, you would have done your part by warning them. Trust me, even the ones who managed to get to the US are having a difficult time trying to remedy this when they attempt AOS. At least in your case, you have not wasted $$ on a flight to a dead end.

We here in VJ would appreciate if you can tell us what country you are from. Some of us are experienced in matters from some countries and we can even tell you if that bachelorhood certificate will be getting you in more murky waters. However, if you do not want to disclose the country, we still understand.

@retheem I had to lay it down today. I did not in the last one that we had earlier this week. I just hope he does not take it negatively like I see in his responses to other VJers.

I disagree with what some others have said about photos.  If you have a qualified 2X2 digital photo, just upload it.  No need to print, sign the back, reupload, etc.

I did it and no issues.  And in the online app, it just says upload, nothing about signing, I think.  After I saw that the online form did not really work perfectly with the old printed instructions, I just followed what the online form directed me to do.

My opinion is that signing the back of a photo is only for hard copy mail-in submissions.  Can you imagine having 20 files on your desk and you see a photo lying on the floor, without a sig on the back?  Big problem!  Online submission is made to eliminate those old fashioned issues.  Unfortunately, there is not a specially adapted set of printed instructions for online filing.  Just follow the online form.

So you got an email from the Department of State asking you to fill it in again, and you think your best option is to ask here if you should do it or not?
Will you argue with them if you get different advice here?

All it means is Nebraska had a handful of petitions (and maybe low staff) so they transfer to a office for processing
the  rhyme or reason  is a decision the offices often make
lawyers and facebook and VJ and twitter and youtube can not give you a definite reason / neither could the USCIS if you called
I suspect with summer vacations coming up,  we will see more of this

contacting USCIS about it can have some adverse affects, people have been asked to resubmit.
Usually it's better to wait for either approval or RFE, and if you are approved, fix it at the NVC stage.

Yeah, you can only get the federal PC in CDMX (Oficinas del Órgano Administrativo Desconcentrado Prevención y Readaptación Social in Melchor Ocampo).

Before COVID you could just walk in with the necessary documentation and in less than 1 hr you were out. Now with the pandemic, you need to make an appointment and they take ages to reply. There is an “officer” outside with the list of people with appointment. He will check your name, documents and let you in.

Last time (December 2020) they never replied the email for the appointment so I went there and talked with the officer. He said No appointment No PC but come tomorrow at noon and we will see 🤣. He told me to bring a justification to let me in without appointment, like the interview letter or flight reservation for the next days. So I went again, he checked all documents (I brought my flight reservation) and kept me waiting outside for 30 min. Then he let me in and I was out in 45 min.

I found this blog useful for the details
    https://patadeperro.paulaithurbide.com/info-util/constancia-de-no-antecedentes-penales-federales/

The only thing is I think there is an error on the email for the appointment. In the blog entry, there is a photo of a post in the building with the email for the appointments and differs from the one mentioned in the blog (which I used in the past without any issue). I guess that’s why they never reply to my appointment request..
