You will need to send the new passport thru Aramex to get the new visa page added to it

The 2 criminal reports for Morocco are not needed for tourist visa
they do fingerprints and check thru the system

trying to get an answer online or by phone to Casa embassy is about impossible

Check this site and read Number 7 (for renewal of tourist US visa in Morocco) it does mention Aramex and long waits

At the end of the visa adjudication process, the U.S. Consulate will return your documents and your passport to you at the chosen document delivery address in your profile. When the documents are dispatched you will receive an email with the tracking number. You can change the delivery address by accessing your profile. If issued, your passport will contain your visa.

I'm sorry to hear that, frustrating. Have you tried contacting the local consulate there to see what they recommend? Always worth a shot.

I think making a new appointment makes sense. If they ask what happened to the currently valid visa, she can just explain.

It'll be a new application. It is possible they may issue visa without an interview but a fresh application is needed.

I needed help on one trip  flying Air France and Delta.  I requested wheel chair assistance and they take you to each gate, fast and efficient.  they will also board you first.   Your mom should do fine.  You can call the airline before her trip and request this help.   When she gets off the first plane someone will be waiting just outside the airplane door to transfer her.

All airlines will offer a wheelchair to the elderly passengers, if you would request the service for your mom the. Someone will go to her seat on the aircraft and take her on a wheelchair and show her the next flight gate or they will wait with her until they get her to her next flight seat onboard if the transit time is not too long.

wish your mom will have a great and safe travel :)

Yeah she unfortunately can't read. But the main thing I'm concerned about is making her connection in Paris. So hopefully the wheelchair request will fix that problem.

Technically it is not the airlines job but in Paris there are two options that come to mind:
    https://www.airfrance.us/US/en/common/guidevoyageur/aeroport/service_personnalise_aeroport.htm
or request wheelchair service for her - then they will get her from plane A to B.

If your mother doesn't speak French, or English, you can also translate and print out a few sentences for her (destination, flight details, I need a translator/water/etc.), with your contact details in reference, should they need to reach out to you.  Safe travels.

I've had to request assistance services from Air France before and they were great.  It will certainly save her more than a few steps in CDG.

My old passport has already expired. My visa to travel to the United States is
still valid but in my expired passport. Do I need to apply for a new visa with
    my new passport?
No. If your visa is still valid you can travel to the United States with your two passports, as long as the visa is valid, not damaged, and is the appropriate type of visa required for your principal purpose of travel. (Example: tourist visa, when your principal purpose of travel is tourism). Both passports (the valid and the expired one with the visa) should be from the same country. When you arrive at the U.S. port-of-entry (POE, generally an airport or land border) the Customs and Border Protection Immigration Officer will check your visa in the old passport and if s/he decides to admit you into the United States they will stamp your new passport with an admission stamp along with the annotation "VIOPP" (visa in other passport). Do not try to remove the visa from your old passport and stick it into the new valid passport. If you do so, your visa will no longer be valid.

B2 visas are issued for multiple entry in general, only if few specific cases they ay be issued for one entry. Visa itself will mention that.
  14. Thanks
Tarik reacted to geowrian in Visa duration question.
She can use the visa to visit starting from any date up until its expiration.
Her maximum duration of stay for a single visit will be determined at POE.

The visa will state the validity period and if it is single use or multiple use.
Normally the visa is issued for multiple use.
The reciprocity schedule provides maximums: https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country.html

Normally, a tourist visa would allow travel to begin any time from date of issue until expiration date....of course, the length of each visit is limited by the admitting CBP officer at time of US entry.

You should write a wedding invitation letter and have them take it to the interview... It's not a deciding factor but it's nice to have in case they were asked for it... Good luck

Yes. I suspect they meant to tick the last box, which doesn’t require documents and just informs that they need to do more work on the application. They may have actually said that to the parents who didn’t quite understand.

No. It’s very rare in fact to be told exactly why a tourist denial is given.

To expand on this, a 221g is a denial that can be overcome. So the final decision on this is not yet made, and will depend on whatever further checking they want to do. It could be anything, we don’t know, maybe a parent has a name similar to someone on a watchlist or something.

Good luck OP. As you know the issue you face is that immigration intent is assumed and the applicant has to disprove it. The more ties a person had to the US, the more likely it seems that they might stay. It’s sad that relatives can’t see family but that’s just not enough.

The number of people who come to the US and overstay seems high. Marriage to a US citizen cures the overstay so it can be an attractive option to stay, even though that doesn’t apply to you.

I know it’s hard to believe but I recently met a woman who left a baby and husband behind years ago to stay in the US. She didn’t see her son for 12 years. I’m only mentioning it so you know that people make the choice to overstay even when they have compelling ties.

i had an immigration judge as a teacher. Even as a judge he was unable to initially get a visa for his mother to visit from Argentina. He had to work through people he knew to help her get a visa. In doing that he sent a letter that he would support her, but that was only through the contacts he had.

    Yeah, I feel ya frustration.
You would just like for your mom to be able to come to the US and see family.
Something which is much more serious and meaningful than wanting to sight-see and shop. Agreed.
And the fact that the refusal rate for Morocco applicants was 28% in 2019 and 40%+ in 2018 says what statistics says - What has happened in the past, overall.
As gross statistics do, it does not speak to the "chances" for any particular person/applicant.
Some people have closer to a 0% chance, and some have a much higher chance, all based on their particulars.

Totally understand the attractiveness of being able to have grandparents, siblings, family members, in general, visit.
What we need to do is have better mechanisms for dealing with those who want to come, and those who come and later overstay.
But our methods right now are pretty brute force. Sorry about that.

That is why your asking about people from Morocco, in a similar circumstance, makes sense.
The more gross-level averages and stats are not enough. We feel ya.
Can only say that given what we can tell, it seems like your mom's chances are lower than anyone would like, even though she, in particular,  has done nothing wrong.
Why penalize her for the actions of others???!! We hear ya.

And the often suggested idea of trying to improve chances by "visiting" other countries, is really only window-dressing in many cases. We all know, in some cases,  it was for appearances and to increase US visa chances.

Wish I could say something more helpful tactically.
Like you said, you have or will apply. We will see.
Keep doing your research, and doing what you can.
    Best wishes to ya, Tarik.
    And do, let us know.
