    I personally advised 5 of my friends to do the same and it worked for all 5 of them, with in 1 month after filling K3 they go their I130 approved.

    Still waiting for them to review the rejected one... it seems its going to take a while sadly.

    They will not send it elsewhere.
     
    The upgrade letter should state that they will make a decision within 5 months, you upgraded in July which means you will likely have to wait till December to get a decision. Also the keyword being within which means it can happen faster, Mine took 3 months.

    Thats what I found out as well.. thats why I am going to put my I-130 before becoming USC.. but I am not aware of California LPR only thing..

    That policy started in November, 2006.  The two files are adjudicated together.  Currently, the I-129F is almost always simply cancelled in favor of the I-130.  If an I-130/I-129F for spouse case is adjudicated early, the logistics of locating the I-130 to put it together with the I-129F, results in both files being on the same desk.  When that happens, it seems more efficient to simply deal with them both on the spot instead of returning them both to the original storage location for the I-130.  Nobody is "grabbing the I-129F first".  Both files get together through some logistic process.

If you file Form I-129F after filing Form I-130, include a copy of the Form I-797, Notice of Action, to show that USCIS received your Form I-130. There is no fee if you are filing a Form I-129F for a spouse to obtain a K-3 visa."

    Yeah, I would only add a brief note for clarity. Pictures in general are weak evidence on their own, but they could corroborate other evidence of shared life experiences. For instance, if you both went on a trip together, you can submit boarding passes + hotel reservation + 1-2 pics at the travel destination. A brief note saying where it is is helpful.
     
    For example: "Spouse 1 and Spouse 2 at World of CocaCola, Atlanta GA, July 2, 2019."

    You would generally request it once you have a case number.
    You're free to request an expedite, but without a strong reason, don't expect anything. there are literally people who die while waiting for an expedite.

    Yes. Per the INA, parents of USC that are age 21 or older are Immediate Relatives. Immediate Relatives aren't subject to certain bars to adjustment: https://www.uscis.gov/policy-manual/volume-7-part-b-chapter-8

    If subsequently denied, any day after her end of authorized stay is counted as overstay. Doesn’t matter when the visa expires.  
    Do you plan to lie about the reason for extension of stay? On an official US immigration document? Bad move, dude. Obviously if you put the real reason she’ll be denied. 
     
    Bottom line is you are potentially creating HUGE problems for your mom by trying to circumvent normal processes. 
     
    You said simple question, accept the simple answer. End of stay = she goes home and waits.

    She is unlikely to be in the US when you become a USC, so she will be getting an immigrant visa not AOS.

    You haven't filed an I-130 for her.  There is no adjustment from tourist status for a parent of an LPR.

    Her B2 does not guarantee her entry to the US. If she leaves and come back after a week or 2 she is likely to get denied at the POE. Also if she leaves and comes back with the intention to adjust status that would be visa fraud.
