    There should be an option "Send requested documents" , which  should auto generate a CPC courier details with the correct mailing address.

    I live in Seattle. The centralized hub when opened by mailman doesnt even have a slot where names can be read, just apartment numbers . 5 years ago when I was waiting for a mail *just so the USPS doesnt return it* , the mailman said in his own words. "I dont have time for that" (To check names)

    I am gonna differ on this answer. 
    Crossing the border and activating the visa doesn't make you a resident immediately. Atleast from an IRS perspective there is a whole time test which is designed to answer whether you are a resident. Ideally OHIP should also have such one, but in reality most of them do not. 
     
    If it helps you to put things in perspective : 
    1. You can have a green card but still establish residency outside United States for less than 6 months every year. 
    2. You can be a resident of two places (a whole tax obligation comes into the picture but YMMV) . In United States, you can be a resident of 2 states, if you pay the taxes of 2 states. 
     
    On a personal comparison note : 
    1. I am a permanent resident of Canada (Landed Immigrant status) but have been inside Canada less than 60 days in last 2 years. I am deemed a resident of another country as of now. 
    2. I took up residence in BC, stayed for 30 days, and went travelling for 6 months outside Canada. I was always considered a resident of BC and elgible under their Health Insurance plan because I did not have any other "residence "

    Its pretty crystal clear. You do not need to get one if you haven't been to India. (Some attorneys have even gone on to argue that if have you merely visited and not taken up residence, you can still use the same PCC - but YMMV). 
    I have a PCC issued from SFO consulate 2 years back and havent been back to India after that and have no plans of getting a new one. Pretty much previous experience from India PCC have been the same. They did not get a new PCC, if they did not visit the country after they got their PCC. 
     
    Important: Police certificates expire after one year, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued. If at the time of your interview the following three items are all true, you must bring a new police certificate to your visa interview:
    You are more than 16 years old; The police certificate submitted to NVC was obtained more than one year ago; and You still live in the country that issued the certificate. https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-5-collect-financial-evidence-and-other-supporting-documents/step-7-collect-civil-documents.html

    Visas and stamp from old passport do not cancel automatically with passport being expired. (In some cases if passport is "damaged" , the stamps and visas do expire)
    While travelling you just have to carry both passports.

    Hey, 
    You can request your passport anytime from them. They send it to the Canada Post location or if you took the home delivery, you get it the same way as you would have gotten the passport with visa. 
     
    When they want it back, they will send you instruction on how to send the passport back. They give a step-by-step instruction for the clerk at Canada Post to do and the service is free. Personally I had an urgent need of travel and requested it back. Its not gonna change the outcome if you do request it. 
     
    Regarding the 221g, they don't provide with beneficiary with any notice. Its' a huge black box unfortunately.

    Usualy middle of month (jan 12th -20th 2021). I made a simple extrapolation with my DQ date (June 1st)  with the data in spreadsheet and I anticipate late Feb based on that. 
    Ofcourse you are also to account for Govt shutdown, Presidential Proclamation for other visa types expiring , Covid possible delays ..... and all our estimates go out the window :D

    Of course things are never that simple but here is my take on some things. 
     
     
    From a USC perspective , 
    In this day and age, we have a wait time indicating how much we will wait at the DMV or Starbucks, and we attempt to shave off minutes from that, but come immigration somehow USCIS has left us in a limbo where we wait months or even years without knowing when we will be reunited with spouses. A lot of them do say, if they knew this process would take this long, they would not have gotten married in the first place - which basically boils down to the fact that frustartaion lies with USCIS not providing reasonable estimates. 
    My wife doesnt believe Immigration is a privilege , she believes it is a right. Her routine comparison is always the anti inter-racial marriage laws which existed just 50 years back in much of the United States (Loving vs Virginia). The law could have said that inter racial marriage is prohibited, but people / my wife's family fundamentally believed that it was ethically and morally wrong. In the same way, regarding immigration you might believe or the loud noises might say Immigration is a privilege, but not everyone see's that way and with that comes the frustration and complaints which is in a way justified and valid. 
    Its the US Citizen whose complaining that immigration in the US is badand since we tout ourselves as the best democracy in the world, voters view matter. I do not see how you can say, Registered Voters should not complain about the very thing which have a right about ?
     
    From a Beneficiary perspective, 
     If this is true ->  immigration is a privilege, never a right, then this statement follows -> some have more privileges than the other. 
    Most of the complaints or frustrations do stem from other people getting faster treatment compared to the less forunate. Ofcourse, you might always this in the this day and age, where you live is the culprit, but escaping those situations are not as easy as you think. 
    Take for example : 
    I (India / Canada consulate) had the same I-130 date as X (Swedish consulate). Both were approved on same day, but I am still waiting after 1 year 4 months for an interview, where X got an interview within 2 months, moved to US, started missing home , went back for 4 months, came to US and repeat. 
    Is there a sense of entitlement ? Probably not. You are definitely confusing people being frustrated with varied treatments to "sense of entitlement" , which probably I would call out as plain incorrect.
     
     
    Personally I think people should do what they feel like. Personally as an immigrant, I do think the problems faced should be voiced out more (either rashly, brutely, softly,... doesnt really matter). If people think we are being a spoiled brat, so be it. If people listening to this and come realize and join the efforts, then good for more people. 
    You can always put it as "Its not God-given right, to live and work in the United States, but it is my God-Given right to be with my spouse and that happens to be the United States"

    Proabably not the exact answer you are looking for, but maybe it will help in your original problem. 
     
    Can you try opening a bank account online ? I opened a Chase and BoA account checking online and had my debit cards sent to my home in 5 business days. Maybe that will help. 
     
    If I were you, I would not send GC physical card in mail. Its not that you cannot trust SS, just that in the middle of pandaemic, with rules and procedures changing constantly, its more probable that things might go a-miss.

    Here's a littke recap of my interview:
     
    **I received an email last week letting me know that my police clearance was expired and I needed financials for 2019. Was asked to upload these to ceac.**
     
    -Had redone my police cert in Nov last year after some people had been denied due to wrong cert (even after NVC had accepted) so I uploaded that  and once my husband finally got his taxes done last week I uploaded tax forms and W2's for 2019.
     
    - interview was at 845am, arrived a couple mins early no one else outside. Door was locked but someone came out and asked me for my ID and did covid screening questions...travel, symptoms...the usual. Then let me in.
     
    -scan items to make sure no electronics then sent me to floor one and told me to go to one of 3 specific windows once upstairs...pay attention and do exactly that (the security guy up there snapped at some poor man for trying to ask him where to go when he got off the elevator)
     
    -once upstairs at window they asked for specific things...passport, original marriage cert, birth cert, police clearance, sealed medical and 1 photo, then took finger prints. Clarified addresses and dates while scanning in papers. Gave me back my chest xray dvd and a pamphlet on abuse then told me to have a seat and they would call me by name and tell me which window to go to.
     
    -sat for about 1 hour then got called up to window, did oath, asked if I read the pamphlet then asked me when I met my husband, if it was both of our first marriages, if we had any children together  what his job was, if I'd ever been arrested anywhere and where I wanted green card sent. 
     
    -she then checked the date of medical and I told her it was new (obtained Aug 25) so she changed the date on computer and then said my visa would expire with my police clearance (Nov 19) so I had to cross before then.
     
    -kept my passport and police cert and handed back everything else along with a welcome to the USA paper with info on paying green card fee. Then thanked me for being so organized and prepared.
     
    **they did not ask for financials but I could see there were notes written on  my file that said they had been uploaded.**
     
    Overall it was stress free. I took exactly what they asked for on my interview letter and then followed instructions when asked for uploads. No more, no less.
    There were only 2 other people upstairs when I got off elevator, one being interviewed and one waiting. 2 other individuals and a family of 4 came while I was waiting.  Everyone was friendly (aside from the 1 security guard) and I was back in my hotel by 1030am.

    If CBP probes further, be explicit that you are not intending AOS. Sometimes knowing the rules and stating the true intention is what is required. 
    Personally if I were you, I would do the same thing. 
     
    Heads up, we married in British Columbia and the marriage license took 3 months to arrive without which we couldn't file for CR1. Just make sure which state you are marrying has a quick turn around time for delivering marriage certificate (especially in the pandemic times)
