  1. Upon entry into the US with a valid immigrant visa, your passport will be stamped by CBP to endorse the visa. At that point, you are a legal resident. Your endorsed visa becomes a temporary Green card until the plastic one arrives (or up to a year from date of entry). You can IMMEDIATELY exit and re-enter the US later using your stamped passport.

  5. I base my answer on the text of the form "Date of Signature". If you put a date in that box, USCIS might think you left out the signature in the box above it.

  7. No. The box is for date of signature. If spouse is oversea, no need for signature or date.

  10. I'm not sure what you mean by that. To USCIS, "Consummation" merely means being in the same place at the same time during or after the marriage ceremony. Evidence of your bona fide marriage, at this stage, means your marriage certificate and evidence of time spent together. Couples living in different countries are not expected to have joint property, joint bank accounts, etc.

  13. Possibly. Contact the consulate and ask if they will process your case. Do not submit an I-130 to USCIS until you know their answer.

USCIS will run the same security checks and use your biometric data as in the past; however, it is not necessary for you to appear at a USCIS Application Support Center (ASC) for a biometrics appointment. The biometrics fee will not be refunded. USCIS is continuing to process your application, petition, or request. USCIS will contact you in writing if any additional information is necessary to resolve your case. This notice is not an approval of your pending application, petition, or request."
