    We can't answer if you should go or not that's up to you. but I will say it's kind of silly if you ONLY want to move do to the processing times. If it's because you want to move there then I get it. But it's not like you get first in line when you move there.

    Citizenship does matter under the 3 year rule. It has to be married for 3 years with a us citizen (and GC for 3 years)

    Applied for my naturalization yesterday. I'm thankful that the Norwegian government changed the laws so dual citizenship is allowed. I would not have applied otherwise.

    That is unfortunately not correct and would be seen as visa fraud to come on tourist visa and stay and adjust status. 
    After you guys are married you can apply for a spouse visa (CR1) and once you have the visa you will be allowed to enter and stay as you will get a GC. It takes about 1 -1 1/2 years to get. You are allowed to visit doing the process.

    Nah I think they are fine as long as they explain and have other evidence. It not like he got the apartment only is his name while she was here. And they will get a new one together when they move in November. Don’t have to been more complicated then it is.

    I think the confusion came from your phrase “to be with him as his spouse”. We often understand “coming to the US to be with someone” as “coming to live with someone”. But you are talking about visiting. 
     
    The restriction is only temporary. When are you getting married? Likely this restriction will be over by then. Already the UK is considering an air bridge with New York.

    Part of me agrees with you, just do nothing.  The thing is, I do have some proof, names, dates, wedding invitation, lots of social media posts showing intent to stay and adjust status, intended POE, etc. and having recently gone through the legal spousal visa process and seeing all the cases here on VJ where people want to be sneaky and do illegal things, I'm torn so that's why I asked for opinions here...

    To deny entry, CBP requires only suspicion of intent, not an actual act.  Therefore, the report could trigger a thorough inspection at POE arrival or an immediate denial of entry.

    It would be best to report this directly to CBP at the intended entry location. You can use the general ICE reporting system but its slow and it may not reach the CBP location prior to their entry.

    Thanks for the suggestion, I may do this so my conscience is clear, at least I'll have done something and not just sat idly by while it happens.  The only chance to catch this is at the POE because that's where intent is established.  Once approved entry to the US, on the F-1, if getting married with intent to stay and adjust status is not questioned at all at POE, there is no fraud when AOS is filed later, so submitting evidence after the fact won't go anywhere.

    I just got my wife's notice for her new interview date (still have to wait till they upload document for exact date) in Charleston. She is a combo filer.
