Congratulations! Very happy for you! Wondering if you'd have to pledge loyalty to the Buckeyes as part of your ceremony (joking, of course. or half-joking. You truly never know how OH would react in respect to one's football preferences, haha. At least that's my recollection during my 1 year stint in Columbus.)

spouse 1 was a DV winner. He was a beneficiary.

 

Guy got arrested for DV, then she went to SA and got divorced. He moved after this, several times. But because someone told her they needed to divorce in the USA, she did it, so now she’s got two divorce decrees: one from SA and another one from the US. 
In between all of this, he applied for a spousal visa for spouse number 2, whom she knew even before he married spouse number 1. Both him and spouse 2 are from Congo.

Marriage with spouse 2 is invalid because apparently the decree from SA isn’t valid. So if he got married to number 2 while still married to 1, marriage 2 is invalid. 
 

Aaaaand he was apparently surprised that the officer spent an hour looking at addresses, and that he didn’t get the approval yet. 
 

Am I missing something?

the guy was a derivative of his wife 1 who was the DV lottery winner. He married her between the time of winning the DV lottery and her entering the US as a derivative.

I am surprised they waited until they entered on their DVs to get divorced. Usually  fraudsters get divorced before they enter on their immigration visa.

 i have a lot of cases where they file Domestic violence and divorce to make it more realistic.... The red flags are usually are no kids and different addresses..

We don’t know if the SA divorce is valid or not… but they did get divorced in two different places. 
You are missing the facts:

1.) USCIS and NVC accepted the South African divorce certificate 

2.) He married wife #2 in 2016… 3 years after he entered the US. It is unclear if you could say he obtained the GC through marriage… and was not eligible to petition wife #2 without a waiver
