Need Help Getting US Child to the USA

Maybe the baby momma will accept some compensation for signing over parental rights, you know, payment for loss and suffering.  It is a poor country and she may go for it.

 

I was prepared to make that offer if we weren't able to get my wife's daughter out without signature from the birth father (if we could even find him)  but nobody ever asked for anything when we left the country.

May be but she could also be the one who doesn't sell her kid for money.

Ghana may be a poor country but not stupid. Yes, a lot of Ghanaians dream of their kids going abroad for a better life; no doubt about that. But at the same time they want to keep the family bond intact and strong once they kids leave so they can also rely on the kids (when they became adults) in times of need (financial support, health support, housing support, etc etc). It's going to be a difficult choice for the mother to make to send her child abroad to someone she has a strained relationship with and also not knowing what the end game of the person is. Once the child goes abroad is the parent abroad going to completely sever the child's relationship with the parent (mother) in Ghana? This is critical for a Ghanaian mother to know because there lies a danger of losing that family bond and the benefits that could come with it. A Ghanaian mother wouldn't want their child to grow up and not know who the mother is no matter how poor she is - never; in Ghanaian culture it feels more like an insult.
In Ghanaian society parents and families (both internal and external) find pride knowing they have family abroad and sometimes even brag about it. But the bragging is not to be seen in a negative light but rather as success before a successful family member abroad raises the family's profile in the neighborhood and domestically. I can go on and on and on....but I will end by saying it's going to be close to impossible for op to buy the child of from the mother as some kind of transaction.

Best to consult a local family lawyer. And pay her a bunch of money to sign the papers to let the child go.
