CBP did not mention anything to me about a medical related visa. They said this was possible, if they have medical information added to their visa at the consulate level. He recommended to call the consulate and get it added over the phone.

This is what I was referring to.  You cannot 'call the consulate' and get anything 'added over the phone.'   That's not how that works.

That's the thing:  OP is quite transparently not intending to disclose the true nature of the trip, instead calling it 'tourism.'

There is nothing OP has to volunteer at port of entry. OP has no immigrant intent as she intends to go back to russia so her nature can be classified as visiting.

She has to disclose the purpose of the trip, which is medical tourism.

OP is an American citizen btw. This is all theoretical, and just a question. Let’s say it’s research. Sheesh.

Not if she has a return ticket for next month right? She can always change her mind.

So the CBP officer was lying. Got it.

I'm sure they were not intentionally misleading.  Maybe misinformed.  Anyway, why not try calling up the consulate and amending your visa, like they suggest?  And then tell us how that went?   I'd be truly shocked if it worked.

disclose where ?

To the CBP, when asked what their plans are while in the US.

We have been trying to call the Russian Us consulate in Moscow (the only one operating) for well over a year now. Your advice is just as bad as the CBP guy on the phone. None of their responses ever match up on any hard questions I have for them. Ever.

The purpose of her trip is to visit family. And to give birth if that’s possible.

you seem to make it sound completely impossible. And suggest that we actually DO the impossible which is get the Us government to answer their damn phone in Moscow.

I'm not saying it's impossible.  I just believe people should be honest about the purpose of their trip, when asking for admission to the United States.   I'm sure she also wants to visit family, but to omit the (HUGE) detail about giving birth is akin to omitting a plan to work, adjust status etc.

An EB5 requires $1 million dollar investment in the USA. If she had a million dollars we would all be living in Greece laughing at you Americans lol

I guess your definition of “very rich” differs from mine then 😄
to my mind someone “very rich” could easily spare $1m for an investment. And of course many do.

Are tourists even being allowed into the US right now?

But let's say they are... It's June of 2021... Your 6-month (if not more) pregnant 'friend' is at US Customs about to be greeted by a CBP officer. It's summer, and very hot in the airport. She's been waiting in line for an hour or so. Yet she seems to be wearing all type of baggy clothes, layers - everything. On top of it - she's traveling with $100k cash (assuming this is your understanding if 'rich' but in any event - that's the sum she should expect to pay to give birth here). One glance at her, at the cash declared - and she's called into secondary questioning. And then what?

I have never come across travel insurance that covers pregnancy and doubt such a thing exists, would make no sense to provide it.

If she has enough money to cover the medical costs she can certainly seek entry.

Does your friend know having a child is like 30,000 in the US? That's without any complications. And it's not like you can show up anywhere and give birth, particularly now with COVID.

And airlines have restrictions on pregnant women on planes.

I don't see the need for all the risk.
