Okay.  This is, in fact, with the Consular Section, not USCIS.  They must have approval from USCIS to accept your petition.  They probably have no idea your wife is in Italy at this point -- unless yo

You'd need to live in the country with the beneficiary to take advantage of DCF.  You need to just submit to the lockbox in Chicago.

I understand that, but the Embassy gas a lot of offices.  With whom (what office)  do you have an appointment?  Where have you been told to go when you get to the Embassy?

Yes fill out the DS-260.  Make sure you print out the confirmation page and then schedule the medical and interview.

DCF was great while it lasted.   I filed on a Friday and had the approval on Monday.

Mine was received on September 6th and approved on September 17th. USCIS in Rome is (or was, I guess) really fast.
