I highly recommend multiple visits.  I visited my husband 3 times in Morocco and once I stayed 3 months.   It is not always easy to do this.  I had to make a LOT of arrangements at work and make some sacrifices.  I don't know much about Tunisia but if the consulate is like Morocco they can be very difficult.  Good luck to you.

I wonder if the previous question was a hypothetical that was phrased as a present day issue for a "friend". 

 

Perhaps this lack of money is an ongoing problem.
