Maybe they lost it?

Or the issue was mixing and matching of evidence. Generally one should send a transcript OR 1040 + W-2s/1099s/supporting schedules. Sending W-2s without the 1040 can trigger this sometimes.

Either way, send what they are asking for now.

Because you sent a w2, you sent an incomplete tax return.  The correct thing to do was send the entire tax return including all schedules and w2, OR send the tax return transcript.

So you have 2 choices, send the entire tax return from your records or resend thr tax return transcript.  Imho, since they're asking for the return, you should send it.

Thanks for the input! Yes, I clumsily misread the instructions for the I-864 and sent a tax return transcript with a W-2 (didn't include the 1040 with it). I didn't have a tax schedule for the 2017 tax year. I have a 1040 and a W-2 I can send and in addition, I will resend the 2017 tax transcript. I think that should cover the RFE, yes? Also, they wouldn't have a problem with me sending both sets of evidence, right?

Send one or the other.  Not both.

I agree, USCIS doesn’t seem to deal well with mixed evidence.  Since W2’s were submitted with the initial package without copies of the 1040s, which appears to have triggered an RFE, I would submit the 1040s and W2s in response to the RFE.  I am not sure if just resubmitting the transcripts without the W2s would suffice as a response to the RFE since the W2s are already part of the submitted evidence.  The 1040 copies should be easy to get from either the tax preparer, or from the software used to complete the taxes.  If software was used, it should be easy to sign in and search for a print for your records options.

Good Luck!

Update:

I contacted H&R Block and they provided me with a 1040EZ (they used this form to file my taxes). I am assuming this is equivalent to a 1040?

Also, I spoke to USCIS this morning and they told me that submitting both sets of evidence (IRS transcript and 1040 + W-2) is fine and if anything, it will look even better.

Hi...to address it, just resubmit a copy of your filed income tax return (please refer back to AOS instruction as it indicates there that you only need to send the federal not the state).  You have to send the 3 most recent tax years with supporting documents such as your W2's and all 1099's to match what you reported to IRS.  You could also request a letter from your employer certifying you gross annual income for the current year to back up your income.

I just submitted an AOS (which just got approved) attaching said documents...what I did was, despite the instruction stating either filed income tax return OR transcript, i sent both and made it sure that the filed income tax return is signed appropriately.

You could also call the NVC/uscis for any clarification...they are nice enough to explain it.  Wishing you the best...
