I know there are a lot of various concerns with individuals travelling over for medical services, especially without referrals to specialists. This is only the information I received second hand as I was not in the room with my boyfriend while he was waiting to be cleared.

The Consulate seem more concerned that it is all paid for and that it will not be a charge to Medicaid.

You can apply, but keep in mind the flight restrictions for pregnant women as well as the fact that she will have to show documentation of her ability to pay for the birth and aftermath.

Yes but if they give birth in the US, the kids get US citizenship. If they choose to give birth in another western country, the kids will NOT get that citizenship since most other countries give citizenship based on the parents’ citizenship.

Then again, the million+ dollars they’ll save on the delivery is more than enough to buy “Golden visas” in one of the EU countries that offer them.

MEDICAID - Medicare is for seniors.

 

Emergency Medicaid will generally not pay for prenatal care.  Even finding a physician to take on a high risk pregnancy - or any new pregnant patient - will be a challenge. Doctors are NOT required to take all that ask to be patients.

 

Delivery in the US for a charity patient will not guarantee a better outcome than delivery at home with an established medical relationship with doctor and hospital.

I work in Healthcare and never have heard of the term Emergency Medicare. You have to apply for Medicare through disability (which takes years) before using it or by becoming of legal age and that is only for residents of the US. Most states Medicaid (a few states call it something else) is for children but they have to  parents/guardians register them for it. I work in a pediatric hospital and sometimes its hard just even tracking down a parent to sign the paperwork. Since the parents are not citizens I am not sure how that would work since they babies are under 18 years old and need guardians to file for the paperwork for them.

 

My husbands family friend (not a US citizen but an Australian citizen) ended up making a trip to the US and unexpectedly delivered the baby very early and had the baby in the US. The baby required high level NICU care for multiple weeks because it was such a premature baby. Between the delivery and the birth they ended up with 1 million dollar medical bill. The baby was not covered by the US medical system.

Emergency Medicaid is for residents of the US only. The babies parents would have to show proof of residency and not every state even offers this option:

 

"Emergency Medicaid cannot be applied for ahead of time. It is designed to meet a sudden, critical medical need. Most people realize that they need this benefit only after an emergency occurs. Hospitals and clinics can often assist with the application process. To apply, the individual will need to provide recent pay stubs (if available), bank statements, valid identification (such as a driver’s license), and a utility bill to prove residency. For children needing Emergency Medicaid benefits, the eligibility determination is generally based on the financial criteria of the parents or legal guardians.

When individuals are hospitalized with acute critical conditions, families have some options in applying for Emergency Medicaid benefits. They may visit the local social service department to get the eligibility process started. Paystubs, bank statements, proof of residence, and identification are required. The individual will be assigned a case worker to assist in the process. For convenience, many people choose to apply for benefits online. When using the online application process, it is important to review all the information before submitting the application. Errors on the application may result in delays. The Medicaid office in the state of residence has an online application. State offices can also assist individuals who wish to apply by phone."

 

When I treat patients from foreign countries there is A LOT of coordination that is required between visas, embassies, billing departments, and medical team. Once an embassy decides the patient is done with treatments we have to be ready to discharge the patients within hours to allow them to leave the country in a timely manner. We have an entire department dedicated to the procedures and coverage to allow us to see patients from different countries.

Also another thing to note is once your child is a US citizen they will need to file taxes each year with the US government.

North America

The United States, Canada, and Mexico all grant unconditional birthright citizenship and allow dual citizenship. In Mexico, only naturalized citizens can lose their Mexican citizenship again (e.g., by naturalizing in another country).

Anyway from the earlier discussion it doesn’t sound like any sort of Medicare is an option as they will have show they have the required funds before being granted a visa.
