Usually a Letter of Intent to deny is only issued to people who haven't met in person in the last two years or the Background checks turned up disqualifying criminal records etc. Example; A woman comes to the US on a tourist visa with friends and meets Her Fiance while traveling coast to coast then returns home. The American Fiance then files a petition on her behalf. Although legal, it sends red flags to USCIS because the Citizen never visits Her country, which never creates the paper trail that they can follow. Passport stamps, ticket stubs, pictures etc, are the backbone of the petitions. If the Citizen never visits Her and her family then USCIS will doubt the legitimacy of the relationship because no effort was made to understand who she is and where she comes from.

 

Does that make sense?

Yes.  That was another thought.  It isn't a high fraud area and still friendly with the States.  I was thinking some type of criminal record or arrest.

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

I would think NOID is soley based on the answers provided in the i-129F. Something that is answered or provided with the petition that violates fiance visa requirements would be automatically grounds for a denial.
