Sort of reminded me of that guy in Dublin a few months ago that set off the riots. Different state different time but when I came in my State the wording was vague and it seemed I could drive for a year with my DL. They changed it to 90 days when everything was redrafted, and now it says 30 days. EAD was the first thing I got that was on their list but back then I think I got it in 6 weeks so not really an issue. I assume K1s are a small minority and I doubt that they drive any of the rules. When I was in the DMV there was a lady ahead of me who was trying to get a DL based on her having a J but on that trip had entered on a B, with language etc issues I do not think the guy was explaining it well and was tempted to step in, but did not.

There is no mention of them issuing one on a K!. I had to go to my DMV recently, took several weeks to get an appointment, you can no longer turn up and wait. So lets say a best case scenario and they will you would get learners permit and then take the test and then get a full DL which would expire 90 days after entry assuming that had not past. Michigan seems to just require you to do this as soon as possible there is no grace period.

You need to share some facts I assume your Brother is in the US what is his status, is he visiting? When does his status expire? Or when did it expire. Which office is your Mother going through, could be sometime before she can adjust.
