That's good news about the safety aspect. A lot of these travel advisories are overblown or too "blanket." Be aware that Juarez is the only consulate where K-1 & CR-1 interviews are conducted.

Welcome to the forum! What do the instructions say? Read them carefully, interpret them literally, and answer completely/honestly. I haven't read the instructions, but "residences" or "addresses" would seem to be places where you received your mail and could be reliably found. Depending on the literal instructions, I say 2., and explain the short gaps only if questioned in the naturalization interview. Others here may have differing views.

1. Notify the NVC and append a copy of your naturalization certificate. 2. Update your VJ timeline here.
