    Definitely report her. I heard of a case similar to yours.The guy applied for his spouse and she entered the country receiving the 10 years green card, but unlike your lady that spent 3 days she never came to her husband and landed somewhere else receiving her 10 years green card. The guy reports her and although they cant do anything about her while she was here they did say she was flagged (or green card was) and whenever she decided to leave the country for a visit and try to come back her green card would be taken away from her and she would have to face the immigration judge and stuff. So over all a good end.

    Heck, I just saw one that sent I130 in February, got to NVC in May and DQ in June so anything can happen.

    Good move.. stay positive. I'll say some of these lawyers aren't so vast in their knowledge because they do not pay close attention to what happens in embassies outside the US.  and hence, give below average advice in some cases.

    Glaring red flag.
     
    Lagos is a high fraud consulate, and unfortunately due to the history of male Nigerians defrauding female Americans to obtain immigrant visas, you will be scrutinized through a different lens than K-1s from other countries.  I am in no way suggesting this is your situation, but if I were you, I would have a concrete plan B in place, i.e. you may need to move there if you really want to be together.

    When I decided to start this journey I made the decision to move to live with my wife and her daughter before we married and would remain by her side until the visa was issued.  It allowed me to get her daughter into English school and a good Vietnamese school to help her prepare for the move to the US.  It's difficult enough for an adult.  It's more difficult for a young teenager who doesn't have any control or decision making power.  We have grown together and to see her English progress has been wonderful.  Had I just stayed at home in the US I am confident that she would not be as well prepared for what is to come.  Her mom really isn't excited about moving away from her family and to the US but she acknowledges that it is the best for her daughter to graduate from a school and college in the US.
     
    The COVID thing has been a complete non-issue in Vietnam.  They locked the borders down tight very early on and their contract tracing was aggressive.  Total number of cases to date is 342.  325 have been released from the hospital with only 17 remaining.  Zero COVID deaths country-wide.  It's been 61 days since a community spread case anywhere in the country.  Half of the 342 cases were brought in and caught in the 14 day quarantine from Vietnames citizens being repatriated from other countries.  It's truly the safest place in the world and I'm happy to be here right now.
     
    After their visas are approved we will stay in the US for around 4 years until they both get their citizenship and then her daughter will go off to college and my wife and I will move again, spending half of the year in the winter in Vietnam and half of the year "somewhere" in the US or Canada in the summer.  Winter in Vietnam is 80* every day and no rain from November until May.  Literally, maybe one or two sprinkles in 6 months.  Now, we are in the rainy season and it goes from zero to rain pretty much every day through October.  We bought a farm in Vietnam and will have a house there on the lake and a house in Ho Chi Minh City and then we will have a house somewhere in US or Canada, also likely on a lake somewhere.
     
    So I've been happy with how this whole process has played out.  I'm at NVC in 10 months after filing so even after the COVID delay for interviews we are still on track for "normal processing".  I really don't care if we are delayed for the interview until January since we are planning to move to the US in June 2021 after her daughter finishes the school year.  Theat leaves us three months to settle in my current house and look for a new house in the city we plan to live long term as there is a large Vietnamese population there and they will acclimate quickly.

    Thunder, pls call to nvc and check weather they had received your file or not. If they don’t received yet, pls call to uscis. My case approved by uscis April 10. May 29, I had received welcome letter from NVC. June 18, I had summit all documents and approved on same day. Pls noted that every week I keep in check with NVC once USCIS approved my case.

    Please don't marry on the first visit.  For two reasons.  First of all it is for you.  You have talked online to this man but you don't know him in person.  Meet him.  Spend time with him and with his family.  Stay as long as  you can.  Then come back on subsequent visits.  This is your life and you need to be sure.  Second reason is for immigration.  Nigeria is a high fraud country.  I don't know any statistics but I think they like to see more time spent together.
     
    My husband is from a high fraud country too.  I met him the first time and stayed 5 weeks.  The second time I went was three months and we got married.  Spending all that time together was very good for our relationship.  We had issues that came up like a health issue for me.  We did not agree on some issues. We had different outlooks on some things. And I got to see how he handled himself in difficult situations.  I got to see how we worked out our differences.  It showed me how our relationship was going to be and I was 1000% sure that getting married is the right thing.  And he got the visa and we are very happy together now.  
     
    And believe me I know how exciting and nerve-wrecking it is too fly to another country and meet your love for the first time.  I will never forget that experience.  I remember when I saw him for the first time standing at the airport.  So go, enjoy the excitement, get to know this man, enjoy your time together.  And then think about marriage.

    My husband is Nigerian also, we just got document qualified on June 18. Our lawyer suggested that we wait until after the November election or when the travel ban gets lifted. My husband and I decided to proceed with NVC and take our chance with the interview. 
     
    Keep the faith, stay positive, and make the best decision for you and your spouse.

    Amazing! I can’t believe it. I had summit all documents on Thursday and they had sent a message: received & approved it on same day June 18, 2020. Now, visa appointment date is waiting from consulate once embassy is open.

    OMG, if only you would read.. 

    I have fulfilled that purpose and submitted a joint sponsor and they have accepted that.. 
    Kindly read my question again.
    It's not up to to say who gets a visa or not without understanding my question..

    It means documentarely qualified and once the embassy re-opens you’ll be in line for interview. NVC will email you once they have an appointment for you.

    Don't get the earlier communications wrong. You have a fair chance at the interview stage despite the ban. DO NOT JOKE WITH THE FEE PAYMENT. please proceed.

    Your points are lucid and correct, no doubt. My stance here is the immigration behavior and not the said immigration policy. 
     
    With respect to the shared link of waiver considered applications and total applications... 
    It's still a welcome idea to say affected Nigerians still do get visas. One would have easily thought that  with the ban, the issuance rate would drop to Zero.
    50% is a win win In this case. Remember, in the first place without the ban, affected applications still had ones that were rejected right? It's ok to say in this scenario that such cases in addition to a few more cases would out rightly not qualify for the waiver.... #these are just my thoughts.
