    I agree that such transfers will not be of high priority, especially taking pandemic into account. The ones who really want to transfer soon have to email multiple embassies and ask.

    This happened in Iraq. The US makes arrangements with several other Embassies. They then transfer your case to one of the other Embassies. You may ask another country’s Embassy to be transferred; however, it is up to that Embassy and country rules.  Our case was transferred to Doha automatically due to Baghdad being closed. We asked to be transferred to Ankara. They only accepted due to proving we have ties to Turkey. 
     
    I have no idea how long it would take for US to make arrangements with other Embassies.  Somehow, and I could be wrong, I feel that finding a place for the cases to be transferred isnt a high priority. Plus, there will be a backlog. I feel really bad for the situation this has placed Russians in. I feel your pain. 
     
    Something to consider..... if you transfer to another country, make sure you can get a visa to that country.

    It has been a while! Anyone cares to update their cases? Any interview scheduled? My parents are scheduled to have their interview on April 9! The interview appointment came so unexpectedly because I kept thinking it wouldn’t happen until at least like June. We have only three weeks to do medical exams/vaccination and gather all required documentation. But I am glad the journey is almost over, 18 months since the priority date. And the delay caused by COVID-19 turned out to be a good thing, who would have thought, right? The Biden administration no longer requires immigrant visa applicants like our parents to present the DS-5540 form, Public Charge Questionnaire, at the interview (https://travel.state.gov/content/travel/en/News/visas-news/update-on-public-charge.html). I will share their interview experience. Good luck to everyone’s parents!

    Wanted to post an update and give hope to those of us anxiously waiting.
     
    My mom (IR5) became DQ’d at NVC June of 2020, and today we got an email from the NVC about her appointment at the Paraguay consulate on April 7. This was such good news!

    You are almost correct.
    I am European citizen but lived in Canada as a temporary resident.
    My US-citizen spouse was with me and insured over me there. Now we are going back to US.
    So we have a very complicated situation going on.
     
    It's insane how complicated and frustrating that is.
    But thanks to @green_rabbit and @ineedadisplayname I found two options that I think work well:
     
    National General Short Term is 128/month + 35 setup for 10k deductible and no OOP. It's a US short term insurance that seems to cover greencard people who are new. Cigna Silver is 129/month, no setup, can be canceled any time (prorated days will be refunded) for 10k deducible, no OOP. It's an expat insurance where I tell them what I citizenship is and where I live.  
    I strongly want to discourge from misleading information that's out there by insurance market places like Insbuy and Visitorscoverage. Both advice for plans like Patriot America (Plus):

    Of course, a lawful permanent resident can be by definition interpreted as a permanent resident (or at least someone with the intention to establish a permenant residency).

    In short, if I buy an insurance for a worst-case scenario to avoid a million dollars claim, the last thing I wanted is to fight with the insurance about the nuances/interpretation of my permanent residence.
     
    Cigna and National General are the only two options I found that seem solid enough to me.
     
    I personally will go for Cigna Silver, as I can take it for exactly 40 days, the policy sounds solid and is confirmed by a Cigna agent; no setup fees and it's inexpensive at 129$/month.

    This is what I’m hoping for,  it’s about 1.5 months until the ban expires, most of us were waiting much longer than that. And hopefully this pandemic will start getting under control with more people getting vaccinated so we won’t endanger our parents by bringing them here in the midst of it.

    Good catch! It just proves that we have to check the status manually and don’t rely on email updates or mail. Hopefully your I-130 will get approved soon. Good luck!

    It’s mostly luck in my opinion. It will depend not only on the service center but on the person who get the case I think. I submitted application for mom with all required documents and it took 11.5 months to get approved while others submitted after me, even got rfe and still ended up being approved ahead of my mom’s case.

    You will receive an email with login information to ceac website to upload civil documents:
     
    Applicant - your parent - will upload civil docs:
    parent’s birth certificate, your birth certificate, police clearance certificate,
    passport photo, you marriage license, their marriage/divorce documents,
    fill out and submit ds-260 on ceac website
     
    Petitioner - you - will upload:
    irs transcripts for past 3 years,
    w-2s,
    signed and scanned affidavit of support
     
    Also supporting documents for any name changes for your parent.
    That’s all I can remember. But you’ll see what they require to submit once you log in to ceac website.

    I feel very sorry for your mom, very stressful situation. I think there is no harm in trying to get her visa reissued, but they probably won’t until the ban is over. We never know, but it could have been a blessing in disguise since the situation with COVID here, apart from east coast, is getting worse, so she is probably safer in Ukraine for now.

    You should be close to approval. My I-130 went to Nebraska in Jan 2019 and it took 12 months to get approved. In meantime try to have all tax transcripts and civil documents ready for NVC.

    I interpreted it as a general question asking if the visa petitioner is planning to perform medical services without proper license or authorization to do so in US.

    Your dad will need to fill out the form (either typing in the answers, or printing it out and filling it by hand) then form should printed out, signed by hand and then scanned. At least that’s what I did. I’m not sure about your particular case, by in my mom’s case the instructions specified that no documents should be send over the mail.

    I'm trying to upload the remaining civil documents for ds-260 but something must be wrong with the website - it looses connection while uploading them. I've already uploaded some over the weekend and didn't have this issue, maybe we should wait a bit and try again.
    I've done it in order you specified - paid fees first, when fees were processed it lets you submit ds-260 and civil docs, but I think they are experiencing problems with the website. Also, while filling out ds-260 it logged me out many times. Just try to save sections as soon as you fill them, so you don't loose the information you entered.
