AOS forms I-864 and I-864A issue, help!

Thank you for clicking; I’m in confusion here. The F1 petition filed by my dad was approved Jan 2020, though my Pd is NOV 2014 which is not current yet.  We got letter from NVC On 1st of April stating my new case number and invoice number. Below are my questions:

 

QUESTION ONE:  I head to uscis website to get the form I-864 for my dad to fill, however, we don’t know how to go about filling it, should we fill it online? If yes, how do we go about the signature? And if filled online, how do we get it to NVC since the form is in uscis website. 
 

QUESTION TWO: Or should we download it and fill ? If yes, it means we’ll have to fill it manually with pen then scan it and convert it to a pdf format before sending it right? 
 

QUESTION THREE: If my dad annual Income is not enough, can we use my step mom income to support it? If yes, that’s means we can use form I-864A instead of I-864?

Your dad will need to fill out the form (either typing in the answers, or printing it out and filling it by hand) then form should printed out, signed by hand and then scanned. At least that’s what I did. I’m not sure about your particular case, by in my mom’s case the instructions specified that no documents should be send over the mail.

your dad files the i864 as the petitioner, meaning the sponsor, and your stepmom files the i864A as his household member

Yes. Dad must do 864 and will list step mom as a household member. Dads 864 will show total income for them both. Step mom needs to sign the 864a to attach to Dads 864. Start by filing out the 864 for Dad and you will see where it directs you to fill out and attach 864a for his household member.
