Congrats!  Hoping it will not take long to process everything, like you I am just waiting for visa in hand to make travel arrangements, we decided on Dubai, do our 14 days and fly to Chicago.

Yep, we're in the same boat.  We've been getting that same response from the consulate for months, and I have to leave next month, so he's staying in China until the consulate opens back up and finishes his green card so he can join me in our home in the U.S.  I hope it doesn't take too long.  I get knots in my stomach every day, over this....  I couldn't have imagined, back in February, that this would take so long.  It's awful.

This week all Chinese airlines will slowly restart international flight. Each airline will resume their routes but only to one country each week instead of 4 or 6 times a week per country. So flights out of the country will resume and for those who have travel authorization into China, they’ll be able to get flights. Diplomats and consular staff have been allegedly told to return after May 15th, whether they do or not, we’ll see.

Thanks for all the information and update. I keep checking this thread from time to time to see if there is any updates. 😂 Such a long wait! My fiance always comforts me and says "好事多磨" (Good things take time). Ai ya ya!

I think even if the number of affected in China itself is very low but US has high rates, then US gov still wouldn’t resume because it would look bad politically.  It’s a safer political move to keep China locked until it’s more universally deemed safe.

I just updated my timeline as I just received an email with the following message: 
The National Visa Center (NVC) received your fiancé (e)’s/spouse’s approved I-129F petition from U.S. Citizenship and Immigration Services (USCIS). NVC will now forward the petition to the U.S. Embassy or Consulate in Guangzhou, China - Mainland. Please note that the transfer process can take several weeks. The U.S. Embassy or Consulate will contact your fiancé (e)/spouse when they are ready to process his or her petition. Not sure when NVC was received and case # assigned, but the letter also provided the case #

I finally received my NOA2 after replying to the RFE two months ago!   Mine took longer than other people, on average, but still got there.   Big monkey off my shoulders.

My wife arrived in February 2017.   She had a Driving "Permit" (not the actual license) in March ... but the expiration date on the permit was May 2017 (the same as her K1 visa).    She was not able to drive until we received her green card (8-9 months).   We did speak with 2 different DMV offices - both gave us the same answer.  My wife's drivers license now has the same expiration date of her green card.   For those people who received a license using an EAD - what expiration date is listed on the license?     People who say DMV accepted the EAD:  1) could be in another state - not CA,   2)  we could have spoken with "less informed" workers - it's possible.   I was not able to find any details online at CA DMV to discuss legal immigrants and issuing licenses .. so we're forced to accept the word of a DMV employee each time.
 
We were fortunate to live near shopping and a business district.   My wife found employment with a Senior Living Center (She's an RN) close by where she could walk to work (1/2 mile away).   She did often complain about being home - so we often went out for meals,  shopping, weekend excursions.

There isn't an estimated processing time on the USCIS case status trackers.

In any case, hold on tight.  If you actually get an RFE because you didn't tick a box, the approval wait time from RFE response sending to NOA2 approval seems the fastest, like two weeks.
