the system has stopped sending me email notifications of messages and timeline updates. Seems to have happened around 20th Dec.  This happen to anyone else?

Its been a week since this post.  Been really busy so didn't get a chance to respond, but  meanwhile GreenBaum gave a wise response which was appreciated.  
 
But been thinking alot about this.   Wanted to make a public comment.  
 
Its all very natural to share and celebrate the uptimes online, but there can be down times too.  They happen for all of us, and are rarely the things we want to post about.  So online personas are only a small slice of real life, and we shouldn't forget that.   We don't know what people are going through.  I was reminded of this when I heard a radio debate about teenagers driven to using steroids,  triggered by a need to match the "achievers" instagram profiles. 
 
As for long distance relationships,  the distance itself creates problems that would not occur if we were together.  In my case, we have had our moments of difficulty over the past 2 years., times when I (and he) wondered if we should keep trying.  Thankfully resolved ... but that takes work.

Packet 3 is instructions for collecting all the paperwork you need; you reply to that to say "ok, I have the paperwork". Packet 4 is telling you to make an appointment for the interview.

It's the same for the South African consulate. They have no available appointments right now. It varies from country to country. 

Hey idk how is in your country, but for example a friend of mine needed a close date and when he checked in the web page non date open, so he sent an email to the embassy and they openned dates for him.

Try using this little gem.
 
Go to www.dhl.com click Express then Tracking, then Track by Shipper's Reference, and on this page you add your search information. You change the day and month to what you think your package might have left NVC or call NVC to get the date your package had left NVC in route to your Embassy then go to the DHL website and enter the following information:
 
EXAMPLE:
* Shipper´s Reference : EXP 24 MAR 2011A  (This is the date you think it left NVC, just substitute the date and leave everything else as is)
* Date range for shipment - From: 23 - 03 - 2011
* Date range for shipment - To: 26 - 03 - 2011
Account Number - Leave this blank
Shipment Destination: Manila (Works for any Country Just replace the city where the Embassy is located)

We just finished most of the process in June and July in Santo Domingo, so hopefully this helps you.  I know how frustrating it was, because there was not much up-to-date information about the process there.
1.  We filed DS160 online after receiving NOA2, prior to having NVC number.  You will be asked for the USCIS application number when you complete DS160.  It does not ask for NVC number.
2.  You will register for an account at http://www.ustraveldocs.com/do/ to schedule both your VAC appointment and the interview appointment at the same moment.  You must pay the fee prior to scheduling.  We were able to pay on this website with a credit card, so it was not necessary to go pay cash at Banco Popular.  It is recommended to schedule them at least 3 weeks apart to leave time for medical results (we picked up results in sealed envelope about 8 days after the medical was conducted)

4.  I don't think there's any such thing as "Packet 4" anymore, or at least, not in the D.R.  We never received any such thing.  The NVC told me they send the file to Santo Domingo embassy electronically.  Sure enough, I received an email from the embassy the following day, telling me to proceed with scheduling appointment (which I had already done 3 or 4 days prior).  You need to take this printed email from the embassy with you for the medical exam!  I don't think that is in any of the instructions, and my fiance had a problem because he did not have it with him.

6.  It is not required for petitioner to attend interview, but I wanted to be there with my fiance.  Although not required, I think it helps to add legitimacy to the case, and maybe less likely that they have suspicion.  If you have very strong documentation of your relationship, it is probably less important.  If you don't have much proof/documentation (photos, receipts, airline boarding passes from previous visits) then maybe it is better for your fiance to attend the interview.  Also, it's a very stressful and intimidating day, and a very beautiful moment to share together when you are approved!
7.  My fiance's police certificate that we used is a "Certificado de no antecedentes penales" which he was able to obtain online electronically.

If there's something I have learned while being in this community is that comparison really kills joy!! Every case is different, enjoy how far in the process you've got, and also how little there is left for you to get your visa!
