    1. You can do the DS160. However, there is no point to do it right now since embassy still close. Usually people not fill out DS160 until they can book a slot for interview.
    2.Yes, both need I-134.
    3. You don't need a physical copy of I129F. The intent to marry can be sign , scan , then email.

Nothing you can do right now. Due to COVID-19 and the president proclamation, things will not be back to normal until next year.

You will likely get an interview for I-751 since NBC is the processing center. Keep that addition supporting document, and bring it to the interview with you. No need for sending anything.

You military status and filling I-130 for you mom is not related. The military status only help you naturalization faster . The basic requirement to file for parents is the petitioner must be a U.S citizens. You can't file a petition for parents until you become U.S Citizens. Seems like you talking about a B1/B2 visa for you mom to visit and wait until you naturalization, so she can adjust status?

    1. More than 6 months is not a big deal. If GC is still valid, she can book a ticket back to US.
    2. Your friend can contact immigration office of the city where he/she currently stay. Coffee-money is unavoidable in VN and how much for it will depend on how you can negotiate .
