    Yup, as @Lucky Catmentioned, NBC for the I765.  I485 would be your local field office, which you can find via zip code on USCIS.gov.

    All I-765s and I-131s are processed at NBC.

    The most current editions of the form are the ones on the USCIS.gov site.
     
    The I-130 is a petition, not a “CR-1 application.”  It’s important to understand the difference.

    She needs to have legal residency in a country to be able to interview there. Can’t just shop for consulate.

    You cannot submit the petition until after you are married IN PERSON. It will be denied because as of now, it is not a petitionpble relationship.

    Okay, that does make sense. I wasn't aware of the distinction as I never really saw it mentioned anywhere. I don't even know that it would be much of a shortcut to the normal process, as immediate family doesn't have that long of a wait time (at least under normal circumstances). Was just trying to see if one way would be slightly better, not realizing one wouldn't quite be kosher. 
     
    It's interesting, though, that according to an immigration law website I was just reading, preconceived intent (or PCI) is NOT illegal or fraudulent in any way; it's only if you lie when questioned by an officer that you get into that territory. That's probably a moot distinction, though, as I can't imagine the question not being asked, and at that point it's either lie about your intent or get denied immediately. The website does mention that "the adverse factor of preconceived intent is overcome by the 'substantial (or significant) equities' present in immediate relative adjustments," which is kind of what I was thinking; since immediate relatives have a green card available without waiting, it wouldn't really make sense to consider it fraudulent. 
     
    We'll have to decide what we want to do, as they haven't even indicated for sure that they would want to move here permanently. If they decide they want to, we'll proceed with plan A); if not, we will try to have them come here to visit since my wife misses them.

    Entering with intent to adjust is fraud, it’s different if circumstances change. Make sure your parents are honest at their interview and you’ll see, they won’t get a b visa to adjust because doing it with that intent is fraudulent. If they have an existing visa, same, see them tell CBP on entry that they intend to adjust and watch them get sent home. It’s very clear from your post that the intent behind a tourist visa is to shortcut the normal process.

    Thank you so much for the response. So, does this mean that to the PDF that we will have to create (Bona Fide marriage), that will include our photos, gifts, plane tickets, receipts etc we will just have to include for example photos and tickets AFTER getting married online and seeing each other in order to apply for the CR1? Or do we have to do anything else while filling the petition?
    It's very hard right now to get married for an American citizen in Poland with Polish citizen because Polish law requires many things that people in the US don't need to provide while getting married then. It could take up to 3-4 months until we get approved in Poland and my fiancee can't stay this long in Poland.

    We saw each other multiple times before. But in order to file for CR1 do we need to see each other?

    It would be more understandable if OP's tone wasn't degrading. I understand this is an open forum but speaking with the wrong tone can convey a different attitude of how much they're willing to help a person, or speak of themselves.

    At this point I feel like OP will not settle for how this actually works, almost to the point I feel it's becoming more trolling. Hopefully OP will be able to meet up soon and get a petition started. If you have any second guesses, you can consult an immigration lawyer. But most of us are here because it's free and there are pretty wise people on here. Good luck.

    Consulates handle visa's, Embassy is not involved.
     
    The Consulate is there to process applications simplistically, not to help you.

    Pretty sure most people on this website aren't rich. A big reason why we're here is because it's free and most of us can't spend money on a lawyer so we're here trying to figure out how to do it ourselves.

    Very costly for sake of proving the relationship is legitimate? I’m sorry, but this is the funniest thing I’ve heard all day 🤣 
     
    I’m not rich believe me, my husband and I saved and saved hard to make our visits possible, I made 7 trips to the US and he made 2 to me just because we wanted to be together NOT for the need to prove anything to anyone.. our flights averaged $2-3000 each time and we’re still trying to find other evidence for USCIS that our relationship is legit and you have an issue with an average flight cost of $400? 
     
    if you’re not willing to afford a few hundred dollars for a couple of flights a year simply because you love them are you sure you really want to be with this person for the rest of your life? Not to mention how on earth can you afford to sponsor them if you can’t find $400 for a trip?

    What you’re suggesting is fraud and not permitted.. you cannot enter US get married and then stay while you await green card without a fiancé visa. 
     
    you cannot apply for CR1 with him living in the US, he must go home once married and make application via the US consulate in his home country, he cannot stay in the US. 
     
    you cannot apply for CR1 since you are not yet married. 
     
    ‘’you cannot apply for fiancé visa since you have never met in person.. 
     
    ‘’you may want to have a vacation in his country and meet him first then consider your options
