the CR1 / IR1 does not have the name of the petitioner. And why are you assuming this person is a "he"?

There is an immigration show on youtube. The lawyer is helping a same sex couple out of Morocco (with a large age gap) with their K1 visa. 

The USC visits his partner frequently, and sometimes they call into the show while they are together. 

They have spent a lot of time together. 

First thing I would suggest is having your partner visit you a few more times. Then get married via Utah or travel together to a third country that allows same sex marriage. 

Then have your partner petition you.

Morocco will not stop u from leaving with an approved US visa

but getting a visa approved  when the Moroccan family does not know about the relationship is slim

It's important that the family approves especially the Moroccan mother in any relationship for that  country and that is normal practice as visas (in Morocco)  have been denied when the family did not know about a marriage or a relationship was kept secret

 

CR1 visa after a Utah zoom would be the way to go but the problem would be how to consummate the marriage when u can not do this in Morocco

I would suggest reading the following post from Nolo law and think about hiring a GOOD  attorney (not a cheap one that would tell u "what u want to hear")

It only seems fair to let a family member know but its up to u 

DO NOT expose this to the community u live in but to a family member that may understand and be supportive and and keep your relationship confidential

I was refering to the Mrocco community when saying "do not expose the relationship to the community"   a Moroccan community seemed to know everyone else's business and its hard -very hard if they know

The moroccan stamp is put on after going thru security to verify a passport and / or visa

it's not a control for verifying a relationship and the departure tax is no longer in effect

the person must still  comply with any covid restrictions of the country of designation if there are restrictions there

Why you don't see that successful ? weve been dating for 5y, she visited me once and she will visit me more. what I care about now is my safety while im going in this process in Morocco.

I cannot speak to your personal safety if you pursue a relationship in Morocco that is illegal in Morocco.
