I was wondering the list major risks of transferring a case from home country Embassy to another country Embassy?

Is the beneficiary a resident in the other country?

You can't switch just because you want to.

If the case NEED to undergo an administrative processing  and the applicant is not in his/her home country now, wouldn't it affect the process?

AP would be the same, regardless, as it is about you as the applicant, not the embassy you interview at.

One can only transfer the case if they have residency in the country their applying to change to... 

So, it wouldn't matter if AP occurred in the home country or in the new country.

 

• If your petition is being processed at the National Visa Center (NVC), contact the NVC to request the transfer.  NVC will transfer cases to another IV processing post if parties provide a written request along with the address in the requested country and the proof of eligibility (citizenship/legal residency in the requested country or other documentation). This can be provided at https://nvc.state.gov/inquiry.  In limited circumstances, NVC may need to contact you for additional eligibility requirements.  Note that transferring your case might not result in immediate processing as cases are processed in order based on the date the case became documentarily qualified. 

 So, you need to show proof you are eligible to interview in the new country and you need an address in the new country. Going into AP won't impact anything as you are showing NVC you have a place to live and you will not have to leave because your stay expires...

for African countries that are poor in record keeping,  i would say yes, AP will be extended

Thinking of a man who interviewed in Morocco (but citizen of another) and the embassy kept passport after interview for security checks

He asked here in VJ what to do as it had gone by 2 years since interview 

each time he emailed embassy,  they said the security  checks were still ongoing even with him providing the criminal background check documents for both countries

 

and what would be the reason to interview in another country/ u can't just embassy shop ?

You do not need residency to transfer to another embassy, it's just that if you have residency then they have no choice but to accept the transfer (except in some extreme circumstances). You can also transfer on a visit visa, but the success rate of that is variable. You have to contact the embassy and there is a process that has to be done, it is up to the embassy to accept your transfer case.
