Hello. 

I am documentarily qualified with IR1 in  this November and I want study at USA when I go there, since 2019  that was my plan but things are very slow waiting waiting and time is going it's been 2 years now. My question is can I apply for student visa and I am already documentarily qualified. But to receive and interview letter that may take another year from now, if  i study that will save time. Your advice please.

F-1 is a non-immigrant visa, for a temporary stay in the US during the program of study, and then returning to your home country.  It will be very difficult to get one because you already have immigrant intent.

My advice is... don't waste your time.  As stated above, you have immigrant intent.  You can apply, but you are highly unlikely to succeed.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I'm not sure what that means.  It sounds like you are trying to get around the queue just to enter the US.  You cannot enter the US as an F-1 student with the intent to stay.  You just have to be patient and wait out the spousal visa process.  Good luck on the rest of your journey.

If you can afford international study rates you can certainly afford the application fee  so if you are asking can you apply then a big yes, I would also not expect success but who knows.

also understand that the student visa process (if u could do it) is not fast

it takes a lot of paperwork and will not speed up this process 

1. need to be accepted for study

2. need to have the I 20 from the school

3. need to show you can afford the school

4. then u can apply 

and as said above u have immigrant intent and would face a denial

 

and at your embassy they are only doing emergency appointments

I think the OP is referring to education.  OP wants to "save" 1 year by starting his/her studies in Jan 2022 rather than starting school in Jan 2023, for example (if the IR1 takes a year for interview).

 

As others have said, the OP can apply but likelihood of approval is slim.

am sure that is the case

but no way can a person be accepted and go thru the student process to start in January (abut a month away)/ student visas take time

he could apply for school/college and ask for the CR1 to be expedited to start in August of 22

 

and his embassy is not interviewing now for student visa
