Our case was recently updated to "Ready" on the ceac.state.gov website and the message says to wait for a packet of instructions. I would like to know who will get that packet and how? Is it my fiance (The American citizen) or is it me (The applicant)? Is it by mail or email?

Thanks in advance for your help.

Varies by location

YMMV

The American citizen is the applicant not the immigrant

I didn't know that. But to me it sounds weird that the American citizen is an applicant, because an American citizen doesn't need to apply for a visa. I think the American citizen is just a petitioner.

Petitioner is applicant /  as they apply for you

you are beneficary of the Petition

The actual ds 160 for K1 is the visa application and at some point you will be told to fill it out

At this time the USC is applying for you to have permission to come to US and marry her in 90 days and the right to AOS and stay here as LPR  and this is not a request from you for a visa

i will stand corrected from VJ if i phrased it wrong.

for our embassy the petitioner gets the email (if they sent a good email ID) with the notice case is at NVC and the new case # telling what to do to proceed with case like to get ready the IRS transcript and fill out the I 134 for you  /  NVC should tell the USC all things needed for you to interview

Packet # can go to either USC or you with a list of needed original documents like criminal report,  birth certificate, and any others needed all must have an accompanied English translation.

The citizen is NEVER the applicant.   The citizen is only ever the petitioner.  The alien is either a beneficiary or applicant.

YMMV

sorry i use application wrong as a petition is more of a legal term meaning a formal request and a Petition can be an application but an application is not always a petition

They aren't. The US citizen is the petitioner. They have filed the I-129F to petition for you(the beneficiary) to be allowed to apply for the K-1 visa. You will be the visa applicant now, as the petition has been approved and it is time for you to apply for the visa at the consulate in your country. You have no info listed about what country you will be going through, so all the help I can offer is that the instructions are given to you, the visa applicant. How you will get the instructions depends on your consulate, so research about the process for your country.
