He asked for the transcript, you said you will provide it but did not provide and thus the visa rejection and now they aren't even asking for any documents and that's a problem. It seems they have closed the case

What does your ceac status say? All you can try is contact them again to see if there is a way.

My ceac with still updating every 10 days says refused

Sounds like you will not get a visa this cycle.   If you choose to apply again for a DV be prepared to provide exactly what the consular officer is expecting at the time of the interview.

3rd time you posted and asked

they asked why you interviewed out of your country and u said studying there -2 subjects

last post u said studying 3 subjects

and they denied for not having the work experience

looks like the embassy did not accept your documents

Only the embassy can give a reason /  here we do not decide or see the proofs and sorry but we can't help

High School Education: A high school education means successful completion of a formal course of elementary and secondary education comparable to a 12-year course in the United States.  Only formal courses of study meet this requirement; equivalency certificates (such as the G.E.D.) are not acceptable.

Work Experience: If you are qualifying with work experience, you must have two years of experience in the last five years, in an occupation which, by U.S. Department of Labor definitions, requires at least two years of training or experience that is designated as Job Zone 4 or 5, classified in a Specific Vocational Preparation (SVP) rating of 7.0 or higher.

I am going to counslate if they didn't give me refusaed reason over the phone

Of course you can go up to the gate, you won't be allowed inside.

Just to summarize, the CO asked for the transcript to be submitted via dropbox at your time but you insisted and said you'll provide it right there but you provided an email printout of your grades, not the transcript, That seems to be the reason of refusal. The CO gave you one chance for submission, you didn't submit, now it seems the CO isn't giving you another chance.

they gave you a reason 212 a 5a

and to answer your other question (anyone knows somebody happened to him same my story because until now no one his dv visa refused with no reason )

in 2018 as an example   Approximately 115,968 applicants have been registered and notified and may now make an application for an immigrant visa. Since it is likely that some of the first *50,000 persons registered will not pursue their cases to visa issuance,

they always choose more to interview than they approve for a real visa as people do not qualify

and they did give you a reason  212 a (5)a  / it was found out that you did not qualify
