Sorry to hear that. BTW who paid for replacement NC fees? USPS since it wasn't your sister fault? I sent out passport application  along with original NC couple of days and I am afraid USPS might messed it up God forbid !They already lost my I751 GC last month and still they could not find it. Upon submitting the passport application, All I got a receipt fees for $35 with no tracking information about passport application? I do not understand why cant US federal govt find a better way for US citizen to apply for passport considering the notorious track record of USPS losing packages! One should not send Original documents to apply for passport!

I am still not sure why the Dept of State DOS doesnt give an option to pay for the certified, signature guarantee mail for Naturalization Certificate ( even for Passport book/card too) return ? I have attempted to pay for it in the USPS while submitting my passport application, USPS said that its NOT USPS who would dispatch these return mailers, its DOS. So, they cant accept the additional pay for this.

DOS must recognize the cost and sensitivity associated with these and give the customers to pay more for a guaranteed return mailers. Can we petition for this?

It confuses me too. My husband's certificate was actually sent priority mail but we never were even given a tracking number, it just showed up in a Priority envelope. It's beyond idiotic, if they're ALREADY able to send it out Priority, why can't they just provide the tracking? It would've at least given us some peace of mind knowing it was on the way.

 

We paid for expedited service so I'm not sure if that's why it was sent Priority or not. Passport card we got via regular First Class.

I've seen someone on this forum say that you can provide your own prepaid return envelope with a tracking# on it while applying for your passport. Though I'm not sure if every post office accepts it. My guess is that there's a high probability that they will refuse to take your application, but it doesn't hurt to try. But I 100% agree that they should at least provide a paid option for tracking the return of our citizenship docs.

 

Can't believe it's been almost a year since my passport application😄. Although I've read multiple stories here about citizenship docs being returned late (more than a month), I don't remember seeing anyone's certificate being actually lost.

I did try this option too. Rejected.

Also the way that the RETURN part of the passport filing  pieces(Passport book return, Passport Card Return, Passport evidence return) works differently.

  1. Passport evidence: This is the basic document to approve your application. Ex: Date of birth certificate(for minors), old passport(renewals), Naturalization Certificate etc. This will be handled by DOS(Dept of State), once approved, it will be returned by DOS.
  2. Passport Book: The approved application will be sent to the Passport book printing agency, they will directly dispatch the passport book
  3. Passport Card: The approved application also will be sent to the passport card printing agency, they will dispatch it.

So, the return happens from different sources. At times, two are more would be combined to return them together.

Having said that, when you pay EXTRA for Return, I am not sure what will be returned in that special return method? All I want is my Naturalization Certificate to be returned with A tracking and signature proof. I am not sure how to do this. The DOS MUST give this option to pay extra and avail this for the applicants.

This is what Everyone is hoping/counting on..(including me). But there are quite a few instances of lost certificates, I saw a post 24 hours back in one of the Facebook forum.

It may not yet be possible. Remember the majority of passport applicants are born in the US and sending nice, cheap birth certificates as evidence. If it gets lost, who cares? Just pay $20 for another one!

 

Really this is a great opportunity to exercise your First Amendment right "to petition the Government for a redress of grievances". Contact your house representative and/or the Department of State, and tell them you think it would be great, if under-privileged immigrants who have no choice but to use expensive Certificates of Naturalization/Citizenship as passport evidence, had the option to pay extra to get those documents returned with tracking and insurance! At least with insurance, if they got lost, the insurance should cover the replacement fee.

Actually you made a very good point. Let me work on the process of petitioning the government. May be we can start with a collaborative petition to the government. Thanks for the idea.

I've heard for the federal level, the offices of House Representatives are most responsive. You can find the Rep for your district here: https://www.house.gov/representatives/find-your-representative.

 

House Representatives often have websites offering help with specific federal agencies. For example House Speaker Pelosi has:

 

If anyone has their Naturalization Certificate go missing while applying for a passport, contacting their Rep seems like a good way to get the problem noticed.

Another one here, received passport and card on February 22nd, going on almost 3 weeks no sign of my NC. My stuff was processed in Dallas, TX (locator 55). I will wait a couple more weeks and make the call to the national passport information center to see if there’s any help with this. I’m definitely not looking forward on having to pay $700+ for a replacement and wait months for it.

The national passport information center will not give you any help. They will tell you to write a letter instead to the US department of state for any inquiries. I'm curious though, is the cost of a NC replacement $700+?? I thought it was $150 for New York area. Other than the NC paper can you help me and tell me what other documents they kept because I don't remember at all what I handed them, other than the NC original document.
