The best way to look at it is you sent the package to a sorting warehouse (Texas Lockbox) and then when assigned a case, it was sent over to the California service center to wait to be reviewed.  You can look at my timeline for reference, but your service center should currently be California and not Texas as the Texas service center is different from that lockbox building.  
You do not have to put "transferred to" but just change the original service center to California.  It also gives you a nice little estimate on when your 129F will be approved.

Anyone used the link below the letter of intent to marry template found on the internet. Just saw on the FB page, people are getting RFE due to the "willing and legally able to marry" choice of words instead of "intent to marry".

My fiancé and I were approved on the 13th of August and our letter of intent did have the wording "willing and legally able to marry". I suppose it depends on the officer reviewing your packet.

I haven't had any status changes yet, but we printed out the intent to marry and it had "legally able and willing to marry" but it said "I (anna) am legally able and willing to marry Keith."  It has our last names of course but yeah that was a small version of it.

Also, reading that letter again had me smiling.  See, it is all about those little reminders.

They are just looking for an intention to marry within 90 days of entry.  It is recommended to send to the interview also (an updated one that is closer to the interview) and some embassys might require it.  I think people just find the intent to marry letter signed by both the quickest route since it is mentioned.  This is pulled from the I-129F instructions.

 

I completed mine before I found Visa Journey so I only saw what I read and what the lawyer who gave me 1 hour of his time told me.  We added a little extra than normal, but we wanted to make sure there was enough to check all the boxes and then some.

Thats not really true. I used those same words for letter of intent and was approved without RFE. I saw that specific Admin trying to make the statement of not using the word "intent" would get an RFE but another Admin clarified that its more about the evidence of intent to marry and not the words of the letter . That person who got RFE only had sent the letter with pictures of a ring and no other evidence on how they met, relationship started etc.

My fiancee and I only turned on a single letter we both signed. We used the words intent to marry. We got an RFE, but not for the letter of intent.
