That's rough, and ridiculous.

There needs to be more individual responsibility in these agencies. The individual agent responsible for your file should have to write you a letter explaining why they are not making a decision. No hiding behind the faceless agency or "team."

All of the avenues for escalating are fake - congressman, ombudsman, uscis case inquiry - they all give the same canned response and produce no actual results.

Exactly.  I submitted the inquiry wehre the case was outside the normal processing time was told I would hear back by July 4th.  I contacted them on the 9th and got the canned 'your case is being processed and yada yada' meanwhile my Fiance is in Colombia away from his friends and family in Venezuela.

They would never apologize, the believe they are doing you a favor - bureaucrats ….. if they were working in the private sector with performance reviews and goals they would suffer. The thought they retire on a pension and all is nauseating ….

Got our NOA2 approval yesterday, July 14. So it took 264 days from NOA1 to NOA2.

Good luck to the rest of you and my sympathies to those who have been waiting even longer than us.

Contact NVC to get your Kiev embassy case #.  Going by your timeline, they should have that information for you by now.  If you already have the case number, track it to see when it shows ready status in order for you to fill out embassy paperwork.
