I am assuming that you followed the link I provided and that you read the following.

 

Procedure for Obtaining: Russian law (MVD Order no. 965, dated November 1, 2001) mandates that the Ministry of Internal Affairs (MVD) provide police certificates both to Russian citizens and to foreigners who have lived or are living in Russia. The law states that in Russia, MVD offices must provide the certificate within 30 days of application. Those residing outside of Russia, both Russian citizens and non-citizens, may either delegate a Power-of-Attorney to apply for the certificate on their behalf in Russia, or apply directly to the Russian Consulate where they reside. Police certificates should note all names that the person has used in Russia and should note the MVD branches in all locations that were queried.

Thanks, no you are not missing anything. This is the exact link we used and the link that was also sent to us by the consulate. However when we contact the MVD directly we are told this is only for Russian citizens and that we should talk to the consulate. It might be a matter of talking to another representative at the MVD. The online form on the MVD website is only for Russian citizens.

Rereading the instructions for attaining a PC from Russia I would either contact another representative or fill out the form and send it on and see what happens. You may want to try asking in the sub-forum for Russia. 

 

Go to the blue ribbon above, select "forums" then scroll about 3/4 of the page down and select the region that most represents where your country is located.

When my fiance  received the NOA2, I noticed they spelt my middle name wrong and I assume everything needs to be correct since all my ID have my proper spelling. Is there a way to contact them or do I have to wait to contact the NVC or embassy???

Spelling errors on letters is common occurrence. There is nothing that needs to be done. Keep and eagle eye open for other documents you receive and if the trend continues then correct it at the interview. No need to call, write or contact anyone to correct except at the embassy.

NOA1: 28 Jan 2020

NOA 2: 8 Jun 2020 (hardcopy states 5 Jun)

 

I have a question, I renewed my passport as it expires April 2020 and I (finger-crossed) would be in the US by then. I will be getting my new one in 5 days, will this affect my progress/ do I need to update USCIS/NVC/Embassy about this change? 

 

Or do I just fill out DS160 with the new passport and it will be okay..?

This will not impede your progression to getting a visa. Bring both passports to the interview. Use the new passport number for each document you complete going forward.
