You can apply any time after the 90 day window opens until the expiration date on the Green Card.  Use this USCIS early filing calculator to see when the window opens.

At the earliest, I would wait until a few days after the window opens......if USCIS receives the I-751 even 1 day before the window opens, the package will be rejected.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Your timeline says your green card was received 2018-09-20

 

Assuming the date of issue is also 2018-09-20 then and assuming the date of expiry is 2020-09-20 (green cards seem to expire on the same day of month as issued unlike USA passports) then

says the soonest you can apply is June 22, 2020.  
 

Enter the actual date of expiration into that web site to get the actual number.  
 

I disagree with waiting additional days.  Instead if you don’t trust that web site, use multiple web sites including USCIS’s web site for N-400 applications and make sure they all agree.  Usps doesn’t have time travel to the past and so unless you are applying from East Asia, your packet isn’t going to get to USCIS before it is sent. 
 

At any rate, at just 3 months and change away from the day you can apply, now is a good time to prepare your packet. With corona don’t expect a removal of conditions interview any time soon. Expect it to happen when your N-400 interview happens and so plan to have your spouse with you at the N-400 interview.

Yes because they didn’t use the online date calculators. 
 

If you use the machine date calculators and don’t trust them then why adding a day or 2 or a week or 2 won’t make any difference. 
 

if you aren’t going to trust the machine calculators then keep it simple simon(e): file exactly two calendar months before the green card expires. If that results in a day that doesn’t exist on that month, then file on the first of the following month.  
 

In your own post you reference a machine calculator and then advise padding by several days.  I don’t get it.

The calculated date is the earliest day USCIS can RECEIVE the package.   Waiting until after the window opens (what I suggest) before mailing the package ensues they don't receive it early.  I agree that mailing 2 months prior to the card expiration is a good idea.

My wife filed her I-751 in March 2019......She can file her N-400 this month......

Huh?

 

You said to wait a few days after the window opens. I am saying that is unnecessary.  

 

If you mail the package on the date that is equal to the date that is the earliest USCIS is willing to receive  package then how can USCIS receive the package early? I really want to know.  Please tell me how this is possible.

I never said that mailing on the date the window opens would be a problem..........the problem comes when people mail the package before the window opens.....and try to guess when the package will arrive at USCIS..

Yes, I said I, PERSONALLY, would wait a few days after...that is MY preference.......I never said mailing on the date the window opens is an issue.......

 

The point is that USCIS must not receive the package before the 90 day window opens.....
