Have you tried calling them to see if any appointments are available? I have heard from several people that the website is not updating and they were able to schedule over the phone?

There isn't a need to call. Appointments are made online by the beneficiary. Here are the details for the two of you.

@slowreflexes2112

For the DR you schedule all of your appointments yourself. Once you receive the NOA2, you can complete the DS-160 https://ceac.state.gov/GenNIV/Default.aspx
pay the fee of $265 and proceed with scheduling your VAC and the Consular Interview (Visa Interview). https://www.ustraveldocs.com/. (No need to wait for the NVC number. Other countries require the NVC number but the Dominican Republic does not.

Actually the information you just provided is the information I provided to you yesterday. Through experience with the DR it is necessary to call as sometimes the website does not update. Just today someone from the DR was able to schedule over the phone when it showed no appointments available online. I would recommend calling if you are unable to get an appointment within a few day of checking the website.

The DR is very different then most embassy's. Most will not schedule appointments over the phone, that's why the have provided the website instructions. The embassy is looking at the same schedule as the beneficiary is. So I am guessing from my experience that there was a cancellation that the OP hadn't seen and the embassy did. That's just my educated guess from years being here.

Yes you did provide that information and I am already sharing it with others thank you.

@Greenbaum do you know if the beneficiary is able to shop for health insurance through the Marketplace or do they consider that a form of public assistance?

Nope! Embassy received our case in Jan. We received and returned our P3 on Feb. 7 and have yet to receive a response back with the interview date. We can’t schedule the interview online for Serbia as the embassy schedules the appointments. We’ve tried emailing and also calling. We’ve called so many times and no one from that department ever answers! And sadly they only want you to call between 3:30-4:30 pm. When you call prior to those times, after pressing the appropriate options,  an automated system tells you to call during that time frame. I called early a few days ago and spoke to a lady who told me to send an email, once I said I had and no response, she told me that team is available to answer calls between the aforementioned hours. What’s even worse is I’ve had two Serbian people tell me how their mail got lost so, I’m about to lose my mind at this point. He already passed his medical and we’ve already done the DS-160. Case status says “Ready”. Last updated Feb 21 and Feb 26.

With Serbia embassy doing the scheduling then your at their mercy. Two things I have learned during this process (there are many more but two sounded good so I am going with that :D) is "the man with the gold makes the rules" and the others is you can jump and scream as much as you want but you will not move your case any faster.

So you need patience. Lots of patience to get through with them. I hope the contact you soon with an interview date.
