hi! I need your help please

I've been denied for a B1 visa 3 weeks ago

with ESTA program Im supposed to be still allowed to stay for a week in the US for the 2019

ESTA allows you up to 90 days per entry at CBP's discretion, not sure what you mean by "still allowed to stay for a week".

basically I applied for a B1 to spend more than a week due that my available time with ESTA program is about to expire

You think you have 90 days per year on ESTA, don't you? And you stayed pretty close to 90 days twice. This is incorrect, you have 90 days per entry at CBP discretion. Sounds like you're trying to spend too much time in the US on ESTA. What do you do for work that you get so much vacation? What are your ties to your home country?

Also, tourism visas are B2.

I would like to understand if I can go to the US and spend few days (to dont risk the overstay of 180 days allowed by ESTA program) ?

ESTA allows 90 days per entry maximum, not 180.

You can no longer use your current ESTA, must reapply after a material change.

I've another appointment to a different consulate this week

You realize that each consulate will be able to see all of your applications / denials.   Consulate shopping does not end well.

Was there a reason that your VIsa was denied?

Why are you trying to spend so much time here?  They may think you're trying to live in the US as a tourist.

I live in Italy where I've all my family, I own a house and 2 businesses

I'm also business partner on a company in the US

that's the reason of my application for the B1 visa

I need to go there for few weeks to sign a contract and visit few stores to develop the business

on this company that I've in the US im the investor partner, my business partner is the executive manager

As others have said (multiple times), you will need to reapply for ESTA after you have been denied a visa. It is likely that ESTA will also be denied.

Given the amount of time you have spent in the United States in the past year, it would appear to many -- including immigration and consular officers -- that you may have been actually working at the business in which you are a  partner. That is not allowed on either a B-1 or ESTA.  What have you been doing to "develop" the business, for example?

Sounds more likely that you have been working in the US than doing business, those are long period to be present. Might also want to consider your US Tax obligations.

Fortunately contracts can be signed in Italy or electronically.

You have dodged this question several times.

Your visa was denied on what basis?  What did your denial slip say?
