Maybe one who is more experienced can answer but i will try my best.

i believe  you will mark 'no' and if it was myself, even though there is not a place designated to sign at the bottom, i would sign at the bottom of the page and pt the date, just in case.

i dont think there is no need for the flight itinerary from march,

the address change notification is to notify you, unless the paperwork was asking you to confirm, there shouldnt be a need to send that back.

@V&R2018 - I met my fiancee through an online dating site.  We're January filers and just got NOA2 (email notification and hard copy) this week.  When we filed, we knew about the requirement to show that the site we were using wasn't an IMB.  I did a few things to establish it to USCIS:

  • I printed the site's About page and put it in the visa package.
  • In our letter with the I-129F, I wrote more details about the site to explain that they are an organization that introduces people from the same religious background to each other, and that they are not in the business of arranging international marriages.  (This is true even though the other couple we know who met on that site was US/UK!)
  • I also contacted the site's staff and had them write a letter explaining the above and saying that they were not an IMB.  I included this in the visa package's evidence.
  • We also included a lot of photos of ourselves together as evidence and included letters from friends and both of our families describing our relationship and the ways they interacted with us as a couple.

We got approved without an RFE, so our approach may help you.  In general though, it probably is not sufficient to just check the box on the form they sent.  I think there's a question on the I-129F which is essentially along the same lines as this question.  It's better not to risk further trouble with your case.  We've all been waiting for quite a while already.

June 2016: We started writing to each other

June-July 2017: Met in person in the US for our first anniversary

December 2017 - January 2018: Met again in the US and got engaged

01/09/2018: I-129F sent to the USCIS Dallas Lockbox via FedEx

01/16/2018: Received NOA1 (NOA1 notice date: 01/11/2018)

June-July 2018: Met in person in Singapore and Australia for our second anniversary

08/03/2018: Notice date on our NOA2 (updated in USCIS's new website on August 6)

08/15/2018: Our case reached NVC

08/22/2018: Received NVC case number

09/04/2018: Our package left NVC (arrived 9/11, and she sent packet 3 that day)

09/20/2018: Received packet 4; scheduled interview

10/30/2018: Interview - told that we're approved!  Now waiting to receive the visa...
11/27/2018: Port of Entry at BWI

12/1/2018: Our wedding!

12/8/2018: Filed AoS on the way to our honeymoon (12/8-15/2018)
6/~7/2019: EAD and AP approved
09/25/2019: AOS interview in Orlando -- approval and green card!

Next step, June 2019: Filing I-751

Note: My wife is a Singaporean.  She moved to Australia before we met and got permanent residency there.

@Greenbaum would you mind helping me ?☺️ I think the post I saw about signature in the RFE was yours, do you think we should sign this notice at the bottom even tho there’s no request for it?

Answer the RFE as you interpret the question. I would sign it at the bottom and date it even though they don't ask you to do so. Make a copy of everything for your records and send back the original copy of the RFE INCLUDING ALL PAGES. Once received USCIS will continue adjudicating your case. @microcebus has a good idea. I know usually they are "fishing" for IMB sites participation. They may know of yours but I believe it wouldn't hurt to follow @microcebus suggestion.

Sorry....I meant two questions which were asking if he has ever been arrested before.

Be careful of this question. He needs to think very hard whether he has been arrested before. Now, I know it's a simple question and probably the answer will be NO. But not too long ago a couple where filing for the K-1 from the Philippines and the petitioner got the same type of RFE that you guys have. He quickly answered the question NO but only because he had a case that expunged when he was younger which he had forgotten about it. In his mind that was not considered an arrest because his case was expunged but in reality, his case still would come up in a USCIS background check as an arrest but case expunged. Because how he answered was not true so USCIS denied his case.

Follow up. He has gone to the Philippines and married her and is now applying for a CR-1 and states he won't make that mistake again when filling out the paperwork.

So beware is my recommendation.

Roughly how long does it take to get visa (9ja precisely) in hand after NOA2. I’m still waiting on NOA2 (January 10 old and 12th new site). Hopefully we get something coming week.

Thanx a lot @Greenbaum. It seems like an easy question but as you've explained it needs one to be very careful.

For anyone interested wanted to let you know that I did receive a text message at 5:34am CST and an email at 5:35amCST from USCIS for our RFE

The tier 2 officer Garcia told me last night they can not fax my RFE to me because it has already been mailed, he stated to never hesitate to contact them because they have the most up to date information and the website is ran by 3rd party vendor that does not always update as we all know this too well..... he stated general reasons for RFE and then I said; “so what is the documentation missing or needed for our RFE?” and he said I need to supply proof of meeting within last two years, if I had recent trip after filing petition that’s even better, and that I have until 11-5-18 to respond; however; we know I will be on that like white on rice 😜😜😜

the officer also again stressed the importance of calling and following up and not to hesitate to call.... once I get the hard copy of RFE I of course will post for everyone’s knowledge.

The one thing he also told me was that on the uscis website there is a link to upload/download my documents online for the RFE but I do not see that link at all...anyone know of this or heard of this????

Praying for all of us and continuing to send tons of hugs and positive vibes to my “special” friends you all know who you are♥️😘😘♥️

we also found RFE from uscis ...and we are waiting for the hard copy by mail..how long will it take ??

So as of today the inquiry date is Jan 14th and my receipt date is Jan 16th. My question is, can I file the inquiry as soon as the inquiry date reaches the 16th (day 210) or do I have to wait for it to be over a day, so the 17th (day 211)?

And is better to file via the phone with a tier 1 or 2 agent or will online be just as good?

They actually let us inquire on a day 215 (over a phone by L2), not before 😒But maybe others have a different experience?
