I am so confused :(

Her K-1 interview will be conducted in either the US consulate in malaysia( IF THEY ALLOW A NON-RESIDENT to interview) or the US consulate in PI.

Yes but she will have to complete the CFO course in the Philippines to get her passport stamped so she can qualify for a visa.

If it were I making the decision, yes.....because she is going to need documentation from PI.

My wife is Filipino, and she had worked at a major resort in Malaysia, and no one kept her visa.  What "exactly" is her "recruiter/ handler".  And what has she been recruited to do?   Normally, when someone (a man) keeps his wife or girlfriends drivers license it is for complete control.  No one gets a visitor visa for 4 years on going.  If she is working at all on a visitor visa that is a crime.  Are you and her aware that in order to proceed, she must obtain from Malaysia government police a full background check for her visit of 6 months or above in any country you lived since 16 years old.  Before she leaves Malaysia, she best it it while there.  And then it's only good for a certain time frame.

you need to extract her from this situation, she should request her passport, if not received timely, demand it and if still not returned report to the Philippines embassy as stolen and ask for immediate return to the Philippines, as above I agree something is not right. You both need to get ahead of this

If she stayed in Malaysia over 6 months she needs to get a police clearance from Malaysia. Just wondering, she only have visitor Visa? As far as I know visitor Visa is just for 1 month then if  u extend it up to 2x and a maximum of 1 month every extension. Unless she used to in and out Malaysia. I just hope she never stay in Malaysia illegally.

Best to apply in Philippine embassy.  Coz she needs to bback to Phil's anyway to get her cenomar, birth certificate etc.

No, your fiance does not need to return to the Philippines. With my K1 process my fiance is Nigerian born in  but has been residing in Cyprus for 7 years. He did not go home before we filed for the K1 visa. What we did was submit a police report from both countries - Nigeria and Cyprus and we were recently approved. So she can stay where she is at.
