transit visa is $7 US and simple to apply online at canda gov site /good for 5 years

It can work :) OP just should make sure, booking the tickets, that their connection in UK (they will be flying from Ukraine) is within the same airport and no longer than 48 hours.   If they have to switch airports, from Gatwick to Heathrow for example, then transit visa is required.

If the UK requires a transit visa for a particular country then it usually requires it even if you are just in the transit area at one airport. Definitely check the above. There are transit visa waivers available depending on what other visas the traveler holds.

P.S. My bad  - I mentioned connection up to 48 hours. Now I see it's limited to the "next day flight"

They cannot fly through the US without a visa. The US does not have transit visas.

 

You're going to have to fly them through a different airport outside of the country.

Cuba is probably your best bet since there are a lot of direct flights from Slavic countries, although there are additional restrictions on travel for US citizens it is easier for the other party.  I think Aruba worked out on airfare also last time I checked.  USA/Canada airports are designed different than the rest of the world, pretty much every other country has the international terminals separate.

Ukrainian citizens can get the up-graded Bio-metric Ukrainian passport and can freely travel to anywhere in the EU except UK.

Once the UK  was brought up, it's been mentioned that a transit visa (DATV) would be required.

 

In the link you've quoted I've listed the "circumstances" when DATV is not needed for Ukrainian citizens - if you don't leave the main airport building,  don't need to collect your bags and check them in to your onward flight (THIS has to be definitely checked with airline to make sure you are not going through border control)  and your next flight doesn't leave the next day.

 

 

There are other circumstances, when a Transit visa is not required, even if you must  go through border control.

 

"Transiting without a visa

You might be eligible for ‘transit without visa’ if:

  • you arrive and depart by air
  • have a confirmed onward flight that leaves on the day you arrive or before midnight on the day after you arrive
  • have the correct documents for your destination (eg a visa for that country)

You must also:

  • be travelling to (or on part of a reasonable journey to) Australia, Canada, New Zealand or the USA and have a valid visa for that country
  • be travelling from (or on part of a reasonable journey from) Australia, Canada, New Zealand or the USA and have a valid visa for that country
  • be travelling from (or on part of a reasonable journey from) Australia, Canada, New Zealand or the USA and it’s less than 6 months since you last entered that country with a valid entry visa
  • have a residence permit issued by Australia or New Zealand
  • have a common format residence permit issued by an European Economic Area (EEA) country or Switzerland
  • have a residence permit issued by Canada issued after 28 June 2002
  • have a uniform format category D visa for entry to a country in the EEA or Switzerland
  • have an Irish biometric visa (marked ‘BC’ or ‘BC BIVS’ in the ‘Remarks’ section) and an onward flight ticket to the Republic of Ireland
  • have a valid USA permanent residence card issued by the USA on or after 21 April 1998 - I had a long layover in London and as a LPR of the US  I was allowed  to leave the airport. My sister lives in the UK. Besides - there is something about the country... it's never enough and you always want to come back! So, i was really happy to do both - to see my sis and once again to step on the UK soil.  They mentioned up to 48 hours, but I'm not positive. My layover was not THAT long anyway.
  • have a valid USA I-551 Temporary Immigrant visa issued by the USA (a wet-ink stamp version will not be accepted)
  • have an expired USA I-551 Permanent Residence card issued by the USA on or after 21 April 1998, with a valid I-797 letter authorising extension
  • have a valid standalone US Immigration Form 155A/155B issued by the USA (attached to a sealed brown envelope)"

 

So, it all depends. 

 

But anyway, looks like OP has already set up his mind and will be using Frankfurt airport or any other European Airport, where a transit visa or any visa is not required for Ukrainians. Easy :)
