Filing of I-130 in Embassy instead of NVC in medical emergency

My wife is US national and she lives with me since 2015 and now she is pregnant of 5 month. She wanted to move to USA for delivery but problem is that no one there to look after her. She has not applied I-130 ever. Now she wanted to filed I-130 in the Embassy instead of NVC as US has policy to file I-130 in Embassy directly in case of medical emergency. in need held how to filed I-130 as Pakistan US Embassy has no appointment section on the wen page and they do not answer any question with out appointment. other way what type of visa should I apply for going with her in such situation.

What is the medical emergency?  If she is a US citizen, she can come and go whenever she wants.

Pregnancy and childbirth is not a medical emergency. If she prefers to be in the US, she can go there alone. You said she has no family to care for her. Why does she need caring for? 

 

Remember also the cost for her to give birth in the US would be very high....$25,000+ easily without insurance.

You could try for a tourist visa to be there for the birth of your child....however chances of getting that are slim with a USC wife about to give birth to a USC child in the USA, since there would be more compelling reasons for you to not return home afterwards.

I think your options are limited.  Under the best circumstances, a DCF spousal visa would take 3 months or more.  By that time, your wife would be too far along to fly.  The airlines wouldn't allow it.  

Your options are:

1.  Your wife delivers in Pakistan.

2.  Your wife travels back to US alone within the next 2 to 3 months to deliver.

3.  You apply for a tourist visa which has an extremely low probability of being granted.

 

Options 1 and 2 are you only realistic options imo.

His Wife is a USC. There is no way she will be paying 25000+. She can easily qualify for benefits ( Medicaid + WHP)  and pay zero to nothing. Don't spread wrong information.

The cost is the cost.  Who pays it is another matter.  If she wants to deliver in the USA, she'll be doing it without you.  Set your priorities and make your choices.  This is not a medical emergency.  People give birth every day, everywhere.

Sir i know the priorities, problem is that medical facilities in Pakistan is not good as doctors in Pakistan preferred C-section instead of normal delivery that why she is fear about C-Section.
