Friend denied from UK, on vwp. Options?

Trying to get some info for a friend that was denied entry because he was visiting a girlfriend.

Had a return ticket and enough proof of ties to his home country.

What are his options now to visit? Is he removed from the VWP because of this denial?

05/04/15 - NOA2 Text message - Approved
09/15/15 - Interview Montreal [221(g) given for missing ORIGINAL Birth Certificate]
09/15/15 - Ceac Status shows Admin Processing for Sept 15th
11/13/15 - Sent missing document via Loomis to Montreal
11/16/15 - Loomis Tracking shows delivered
11/19/15 - Ceac Status shows Admin Processing for Nov 19th
11/21/15 - Ceac Status shows READY for Nov 21st [Case Creation Date updated to Nov 21st]

07/13/16 - 2 Year Conditional Green Card arrived in mail

not sure about marriage, possibly in the future.

I know hes been denied for a stupid reason and a bad officer. ive had no problems ever visiting my wife before we got married, even without ties.

Stupid reason or bad officer, he was denied.  His choices are attempt a b2 (difficult in vwp countries) or meet in another country

What was his travel history to the US like? Was he spending more time in the US than home?

Every case is different.

 

How much time has your friend been spending in the US?

No-one from the UK gets denied on the VWP unless there is a story, mis-representation of the ESTA information or he had an old passport ( rules changed From 1 April 2016, all travellers to the US must have a biometric passport or they won't be allowed into the country). 

 

Did he forget to pay a traffic fine? or have a criminal record and not report it on the ESTA?

Maybe they found something on him that made them think he would try to stay and adjust status. I agree with most poster in this thread, there has to be more to the story.

He was denied because they thought he would not leave the US, it was his first time visiting. The officer saw his Facebook profile and just assumed that
