The consulate is telling you an I601 waiver request is required, so your visa application will stay in limbo until you submit that.  Generally people use an attorney to file the I601, but that is not required, there are folks that have done this themselves.  I would not use the attorneys that told you an I601 would not be required. 
 
Submit the waiver request, and you most likely will get your visa.  Btw, the term "refused" does not mean "rejected", it only means the application is on hold until you respond to the requested information on the form.

If USCIS keeps giving you the run around, get your senators or congressperson involved, go to their websites and look for "Help with a Federal Agency." Also try USCIS ombudsman.

He had his interview Dec 6. I was not there, I had major surgery 4 weeks ago. We had a little over a week to prepare & schedule the medical, from the time we got the interview email/notification & thanks to this thread, we knew to update his police certificate & my tax info, although the officer did not ask for any of it. I am unsure if it was due to my medical reason & having the Senator as my point of contact for the expedite service, but he was called into what seemed like a Supervisor office for his interview and the door was shut. My husband says the man asked him my name, son's names, asked him about his vaccines & that was it. The man told him give it about 2 weeks for completion & that he has a limited amount of time to leave, the visa process isn't complete until he lands at a USA entry port. 
 
I thank all of you & urge yall to keep the faith in the wait. If you are tax paying in USA, don't hesitate to contact your state Representative, it is literally their job to help you.

Great news guys. I listened to Nationwide Radio and the Embassy said they have started scheduling people who are DQ at NVC and they would be getting dates in October and November.

I also called today. Both embassy and NVC. The embassy says that they are doing interviews that were already in line before the pandemic and proclamation. They haven't received any new case from nvc and they've been working only since April 01. The person at nvc says that as soon as the embassy in Jamaica start receiving cases, I'm in line for interview. My case status is still saying At the NVC so I'll just have to wait.

Me, Oct 16 2020. 

I think they were at September 2020 when they stopped the interviews for IR1/CR1 so when they resume it will only be a short wait for you to receive your interview.

At least y'all got letters. I haven't received a single thing. And I've been DQ since July 😐

category F11 still haven’t received a date yet only got a letter that it has been DQ for at least 60 days on March 4th 2021. 

There was no new information on the live, Same old. Just a different day!

You haven't had anything good to say about your ex who is long gone and it's still eating at you.  Doesn't seem like you're having a happy life.

While I am sympathic to your plight, you are blaming everyone else for your problems and your hurt.

It's the US Government's fault for giving you what you asked for - a visa and green card for your spouse.  They should have denied him a visa.  If they had denied his visa, you would have sued because it's not right to keep a husband from his wife.  

There's no winning with some people.  It's always someone else's fault.  
 
Take responsibility that you when through the entire immigration process asserting to the US Government that your relationship was legitimate.  You pursued the case.  No one forced you to do it.

So the embassy official was corrupt? And you knew about your ex's history at the time of the immigration process? Yet you still decided to marry him and successfully brought him into the US? You're an adult. You made that decision. It is not the government's job to "protect your best interests". That phrase does not appear anywhere in USCIS' policy manual either.
 
It's against TOS to tell members to not post/say anything in your thread. And none of those people are saying mean things. They're pointing out facts. And facts are what lawyers and courts care about, btw, since you are hellbent on a "lawsuit". 

No it wasn't all on me because he was denied at initially, then the embassy official pulled strings...

So the basis of the case would be that USCIS, DOS etc. have a duty of care to a petitioner to make sure they are not duped.
 
And that in processing a visa they were not diligent in ensuring that did not happen somehow.
 
An interesting argument and one that I could see apply in other areas. For example could you sue the DMV for issuing a drivers license to someone who was then involved in an accident in which you were injured?

Your post makes more sense to me than any of the previous posts so I'll gladly respond. First of all, thanks for your consideration. In hindsight, now I see clearly that this fiasco was all staged and fraud, no matter what anyone says nor thinks about me. I can't explain specifically in great detail how I was "duped", it was just the entire change of emotions, feelings, emotional and mental abuse then abandonment after the green card was issued.
No, I can tell you, it just didn't work out, it was planned for the situationship not to work out. And I agree with you wholeheartedly, I'm sure the reality shock came once he entered and found out that life wasn't like it is on TV. And I finally woke up and refused to take care of him! I made him get out there and find gainful employment and stop being a walking ATM machine to him and his family, that caused some of the problems too, according to him.
And whatever lawsuit I will pursue, I am basing it on the grounds that the USCIS and ICE failed to protect my best interests. By that I mean, the embassy in Jamaica allowed him to come over, despite the fact that he was flagged in their system for attempting to come over to the US before illegally and they didn't followup up with any type of accountability as they promised (home visits for example) after he came over to the US from Jamaica.
And he has a 10 yr green card, and we have been separated for almost 4 years. I am not as hurt as one thinks any longer and healing by becoming in love with myself. Yet,if you can just imagine for one minute, it's the circumstances, and manipulation that's hard to swallow. At this point, I am not even covertly trying to get this man deported...The entire vision here is to get the government to look at this type of fraud too, and not solely for people just trying to make a better life for themselves, jumping over walls, going through tunnels etc., and not using other people on the pretense on a bonafide relationship. I definitely have proof to provide to whomever that we never had anything close to a relationship, ever!

There are problems with the system but this problem is with the people using the system. How many times have we seen the likes of a 50+ year old obese woman thinking a 20 something aspiring personal trainer from a 3rd world country is in love with them. Then when the k1 gets denied they whine and cry about how the system is unfair. So they get married and and the Cr-1 gets denied so they appeal. Finally lover boy gets his greencard on the appeal because the US government is out of ways to stop this mess. Young guy comes to America, gets his greencard then disappears. *shock* It's not just women getting had this way, it's men too, probably even more so but I don't think they are as quick to get online and admit it. Use common sense and ask yourself if this person had the same means I do would they be interested in me. Then decide if you're okay with whatever the answer to that question is. There is nothing the government can do to stop people being blinded by love/lust.
 

Good Day. Does anyone know if the embassy has rescheduled the canceled interviews and or resumed scheduling for September DQs? I’m trying to get an idea to put my nerves at ease. DQ Oct 20.

You know, my fiancé and I were worried about scams too. On both sides. It isn't always the US citizen who gets taken advantage of. We solved it by spending as much time as we could in person. 
 
As bitter and difficult as this situation is, it hopefully serves as a cautionary tale not to rush into marriage.
