    You're making this way too complicated
    1. Your wife needs to get pregnant - you may be lucky and it happens in the first go or it may take longer
    2. The baby born in Canada = sooo many benefits
      - Canada + US (through you since you're a US citizen parent) dual citizenship
      - Part of the commonwealth - cheaper education, ability to study in Canada/aus/uk, travel freely
    3. Pregnancy - many many appointments
      - Initially - once every 3-4 weeks + many blood tests
      - 3rd trimester - once every 2 weeks and then once a week
     
    imo it's a disservice to both the mom and child if the child is born in the US. I think you're looking at it rather selfishly. Once the child is born, you'll probably qualify for paternity leave. You can go spend time with the child + mom for an x amount of time. It's better than separating the mom and child

    I don't recall anyone in the Manila Embassy looking at additional paperwork for tourist visa applications. It seems they make their decision based on the info submitted online in the DS-160, then the personal interview is just the final step before they say yes or no. 
     
    The only time I can see additional paperwork making a difference is for immigrant visa applications.

    I think to many people forget, most paperwork is looked over by local staff. This means by local people hired by the embassy. They know every trick and costume of the local people.

    If he's coming to Wisconsin:
     
    US purchase:
    1. Parka
    2. Warm boots/snow boots
    3. Warm clothing
    4. I would say to just switch to a US based phone number. Maybe add another line to yours
    5. I agree, find the local worship place
    6. Nearest Indian restaurant 
    7. Netflix - good enough imo. Sling/willow is a good way to get cricket
    8. Cuddles hehe
     
    India purchases:
    1. Spices - harder to find specific or rare ones in midwestern states
    2. Some home cooked sweets
    3. All important docs
    4. Traditional indian clothes - always useful in the US LOL
    5. Any specialized pots/pans he needs for cooking food
    6. India charger - but will need a convertor

    Not a "fun" list, but an important list:
     
    Multiple official copies (at least two) of:
     -- birth certificate
     -- divorce certificate, if applicable
     -- children's birth certificates, even if staying in India
     -- school transcripts
     -- vaccination record (with clinic's stamp on it)
     -- driver's license (new, or renewed as recently as possible)
     -- renewed passport, if possible/feasible
     -- other important medical records, if applicable
     -- any official document that would be expensive, difficult, or impossible to obtain from afar

    I think people come here with a problem and if the solution isn't easy they either argue in the comments or disappear because they realise moving to the US isn't as easy as advertised.

    And I’ve always provided 3 years of tax returns.  Clearing the income requirement, while I was working, has never been a problem. To each their own.

    A definite red flag is that you have met both of these women online. What website did you meet this 2nd girl? You will have to overcome this with lots of time spent in person. 
     
    Also as others have said, you need to know why your previous k1 was denied. What was the age difference between you and the first woman? How many times did you meet before you filed? What online website did you meet at? 
     
    Because North Africa is a high fraud area with visas and you already have one denial with a different woman, it would probably be best to go the cr1 route. Especially because you can appeal this if it is first denied.

    I rarely advice people to go with an attorney. I am all about DIY, but not when there have been a restraining order. I don't know how to overcome that and even if there is a waiver available. So yeah, I would definitely consult with one, prior to the interview and definitely after. I feel like you want to be prepared on what and how to answer at the interview in a case like this.

    See if you can reach out for the PCC again and tell them it's urgent. I think the worst that can happen is the 221 g, but something to avoid after all this time

    You don't need to bring a copy, but for your records, you can make a copy of your bank record that shows the fee was paid
