People have been telling my husband that our marriage is not yet legal  recognised in America until I get there or have my green card.  They said it does not matter if we had filed and waiting for interview, my husband can go and collect marriage licence to marry someone else and he will give it.
 
Please is this true.

I believe sending the original of the divorce certificate will be enough since that is only what pertain to your k1 visa on the form given to you at the embassy. I think you should disregard filling the DS-260. Good luck

I don't think he has banned you. He has refused you a visa based on the totality of all evidence you provided. What evidence did you provide to proof strong ties to your country?
